There are three candidates in line to win Kyivtransparkservice.

KyivtransparkThe work of the competition committee, which was supposed to select the director of the municipal enterprise "Kievtransparkservice", has been completed.

Three candidates were selected from 30 candidates: Artem Shamrai, Andriy Merenis, and Ruslan Lysenko. They were recommended to Kyiv Mayor Vitali Klitschko. The commission also recommended that they undergo lie detector tests and receive a salary of $1 per month. According to Oleksandr Kozlovskyi, head of the Kyiv City State Administration's Department of Transport Infrastructure, this is necessary to ensure the city has an effective manager.

It's worth noting that a high salary isn't the only reason for interest in the position. The director of Kyivtransparkservice will be given the opportunity to oversee parking fee collection. For example, 10 "shadow" parking lots will bring in four times the official monthly salary. Also important is the company's director's ability to decide who will work at the parking lots and who won't. This is, of course, subject to the City Council's approval.

Many see Artem Shamrai, who is associated with Kozlovskyi, as the most likely candidate. The candidate himself promises to increase the number of parking spaces in Kyiv to 27,000 by 2017, and revenue to 135 million hryvnias (this year, losses of 4 million hryvnias have been reported over the first nine months of the year). Shamrai currently works as the head of a law firm and, according to documents, earned only 30,000 hryvnias—essentially the potential monthly salary of the director of Kyivtransparkservice.

Andriy Merenis often contacts the private companies where he worked, even though his income is even smaller – 15 hryvnias last year. He doesn't even promise anything specific, instead offering generalities.

Ruslan Lysenko, however, is considered a completely random candidate. He believes that bringing unregistered overnight parking spaces out of the shadows will generate almost 70 million hryvnias in revenue in 2016 and 97 million in 2017. He's promising a whopping 128 million hryvnias in 2018.
