Sergei Arbuzov is lobbying for the appointment of his man as head of Oschadbank in order to withdraw his frozen assets from the financial institution.
It is known that on March 17, 2016, Parliament adopted a draft law allowing for the confiscation of assets belonging to officials even before they are found guilty in court and while they are still under investigation. The purpose of this amendment is to allow for the confiscation of assets belonging to members of the "Family" of fugitive former President Viktor Yanukovych.
According to experts, the largest asset located in Ukraine and subject to seizure are government bonds (foreign and domestic) worth UAH 1,5 billion and $1,02 billion. As of today, the majority of the bonds belong to Arbuzov and are blocked in the state-owned Oschadbank.
Thus, Serhiy Arbuzov's circle is trying by all means to lobby for the appointment of Kyrylo Shevchenko, the current chairman of the board of Ukrgasbank, as the head of the Oschadbank board. Shevchenko, as is well known, served as an advisor at Oschadbank during Yanukovych's presidency, and the financial institution was completely under the control of the "Family."

In turn, Shevchenko is loyal to Arbuzov, which is why they want to entrust him with the mission of saving the Arbuzov-Yanukovych capital.
