Kryvyi Rih Airport is distributing tender funds to Vilkul's companies.

Due to two purchases by the Kryvyi Rih International Airport utility, budget losses could reach 10 million hryvnias. This is according to an investigation by Anton Filippov, as part of a joint investigation with Bihus.info project "Revelations Laboratory".

Journalists note that the airport is currently implementing two of its largest recent projects: the reconstruction of the airfield's lighting subsystem with the installation of a set of approach lights at a cost of UAH 24,8 million and the construction of a fence around the area at a cost of UAH 27,6 million.

"The competitive bidding processes conducted by the airport for these works share common features: in each tender, the competition committee rejected three companies that offered to perform the required volumes of work at prices more favorable to the local budget. These rejections included companies that specialized in the field," the investigation states.

As a result, Donpromproekt LLC, which had not previously performed similar work, was selected for the reconstruction of the lighting subsystem, and Dinar Plus LLC was chosen for the fencing construction. The latter is owned by Igor Metel, who also had ties to Donpromproekt. Specifically, he participated in a company meeting authorizing its director, Yuri German, to enter into contracts for specific amounts during 2017-2018. It was later revealed that the airport had also entered into agreements with Igor Metel's daughter for the supply of restroom services and water carts.

According to media reports, Igor Metel is the owner of another company, Eco-Real LLC, whose phone number matches that of Remtex LLC and Metenergomash LLC. Remtex co-owner Marko Popov created Donpromproekt LLC. Yuriy Vinkler, logistics director of Metenergomash LLC, is a member of the Kryvyi Rih District Council from the Opposition Bloc and was an observer in the 2019 presidential election for the Opposition Bloc - Party of Peace and Development, which nominated Alexandra Vilkula presidential candidate,” journalists note.

To reconstruct the airfield's lighting system and install a set of lights, Donpromproekt LLC hired subcontractor Elektro Lux Montazh LLC. It is registered in the same building as the company where Pavlo Givel, the brother of Yaroslav Givel, the head of the Future of Kryvbas charitable foundation, Oleksandr Vilkul, works as director. Vilkul's father is the mayor of Kryvyi Rih.

"During the time when Oleksandr Vilkul and his fellow countryman and ally Dmytro Kolesnikov headed the Dnipropetrovsk Regional State Administration, Donpromproekt LLC received contracts across almost the entire region," the investigation states.

Ранее SKELET-info reported that journalists analyzed Vilkul real estate. It was also reported that  Vilkul did not pay taxes for a total of 19,6 million hryvnia.
