A major scandal is brewing in Lviv: the director of Lvivstandartmetrologiya, through a criminal conspiracy, acquired a multi-million dollar property complex and became a monopolist in the matter of vehicle certification..
The corporate raid on LAZ Central Design Bureau LLC occurred quietly. Igor Rigel, director of the Central Design Bureau, sold a property complex worth over €500 for a pittance to Lvostandartmetrologiya, headed by a certain Oleg Kosinsky. This equipment is designed for vehicle testing and subsequent test report preparation. This would be fine, but without this equipment, the Central Design Bureau would be unable to perform its functions, and the sale took place... without the knowledge of the Central Design Bureau's owner!
Oleg Kosinsky developed a particular interest in the Central Design Bureau's equipment after the entry into force of Order No. 521 of the Ministry of Infrastructure dated August 17, 2012, and Order No. 212 of the Ministry of Economic Development dated February 9, 2016, which approved the list of bodies authorized to carry out vehicle certification work.
These orders would have potentially allowed Kosinsky to become a monopolist by obtaining the status of "test engineer" and the corresponding accreditation to issue vehicle test reports. But to do so, he needed to acquire the Central Design Bureau's equipment.
Thanks to a scam involving a fictitious sales contract, O. Kosynskyi acquired equipment worth over €200 for just 500 hryvnias (!) and became a sort of kingpin in matters of certification and standardization of all imports, including vehicles, on the Lviv section of the state border. In the context of the recent reduction in excise tax on used car imports, the activities of Lvivstandartmetrologiya are becoming a veritable Klondike, an Eldorado of corruption.
And who is this Kosinsky?
Oh, everyone in Ternopil knows this name! Back in the 90s, he headed the local company "Kharchoprom," which produced fruit and vegetable preserves, canned meats, various soft drinks, concentrates, and even vinegar. Since 2004, he has been the first deputy of the Ternopil Regional State Administration. Oleh Kosynskyi even ran for parliament and, for many years, faithfully "served" as an assistant to the well-known Ternopil communist, Oleksandr Tkachenko.
As the "evil tongues of Ternopil" claim, Kosinsky managed to leave a very powerful mark on his hometown.
Firstly, he is believed to be involved in the destruction of the region's food industry. Secondly, as first deputy governor, his name repeatedly surfaced in various court cases related to the theft of municipal property.
And so, in 2011, Mr. Kosynskyi, out of the blue, moved from canned goods and vinegar to Lviv, heading an enterprise within the State Consumer Standards Authority, which, as we've already mentioned, wields enormous influence over the manufacturing and trade sectors of the country's economy. He'd served under many different leaders: the Communists, Kuchma's and Yanukovych's protégés; Azarov himself appointed him to this position!
What about the Central Clinical Hospital?
The Design Bureau's management, represented by its new director, V.V. Pirogov, attempted to verbally explain that the purchase and sale agreement for the property complex was illegal and to "persuade" Mr. Kosinsky to return what was essentially stolen. But what thief would do this willingly? The director of Lvivstandartmetrologiya, citing the Ministry of Economic Development and the Security Service of Ukraine, began threatening the Central Design Bureau.
This raises a reasonable question: do the Ministry and the SBU know that they are using them as a canopy to shield themselves from justice?
LAZ plant management has already filed appeals to the Prosecutor General's Office, the Security Service of Ukraine (SBU), the National Anti-Corruption Bureau (NABU), the local Lviv police, the relevant ministry, and, of course, filed a lawsuit, seeking to terminate the fictitious purchase agreement for the million-dollar equipment and return it to the Central Design Bureau. And they're promising the fraudster, Oleg Kosinsky, that the vinegar of justice will sting terribly! They're also hinting to the director of Lvivstandartmetrologiya that he'll be able to experience firsthand what it's like to... vegetables trapped in a tin can. Only for Mr. Kosinsky, that "tin" will be a prison sentence.
