The Yatsenyuk Wall Project: Those who carried it out are jailed
The anti-corruption prosecutor finally read the indictment at a court hearing in the case of embezzlement of funds for the implementation of a border construction project.
The prosecutor of the Specialized Anti-Corruption Prosecutor's Office read the indictment in a criminal case against officials of the State Border Service and others for embezzling funds for the implementation of the "Yatsenyuk Wall" project on the border with Russia.
The text of the indictment was read out by SAP prosecutor Oleg Makar at a session of the High Anti-Corruption Court on September 22, reports “Word and deed».
«Vladimir Tsalko has been charged with the fact that, while holding the position of chief engineer of the capital construction department of the Northern regional administration of the State Border Service of Ukraine, he acted in collusion and in a group of persons with the head of the construction department of the resource provision department of the State Border Service of Ukraine Administration, Oleksandr Atamanyuk, senior officer of the First separate department of capital construction of the State Border Service of Ukraine, Vyacheslav Maidanovich, director of Stroytsentr Vityaz LLC, Agaverdi Adilov, and director of AZI LLC, Oleksandr Kashuba, and Oleksandr Znachok, who held the position of director from 10.06.2011 to 30.08.2015, and the position of deputy director for general issues of the subsidiary enterprise Chernihiv Regional Road Administration of the State Joint-Stock Company Automobile Roads of Ukraine, with the complicity of Vyacheslav Bondar and Oleksandr Khvishchuk seized state budget funds allocated for activities on the Ukrainian-Russian border, territories adjacent to the anti-terrorist operation areas, and Crimea. Through abuse of office, officials, in particular by redistributing funds to one unit of the First Specialized Border Guard Service of the State Border Service of Ukraine, selecting general contractors at their own discretion (Vityaz Stroytsentr LLC, AZI LLC, and the Chernihiv Regional Road Administration State Enterprise), avoiding public procurement procedures, and transferring funds and converting them into cash, including through Kit-Trade LLC, totaling 16,688,496 UAH."," the prosecutor read.
He also read out a similar indictment against all the accused.
Let us recall that in the “Yatsenyuk Wall” case the prosecution put forward: Head of the Construction Department of the Resource Provision Department of the State Border Service Administration Oleksandr Atamanyuk, Chief Engineer of the Capital Construction Department of the Northern Regional Administration of the State Border Service of Ukraine Volodymyr Tsalko, Senior Officer of the First Separate Capital Construction Department of the State Border Service of Ukraine Vyacheslav Maidanovich, Director of AZU LLC Oleksandr Kashuba, Director and Founder of Stroytsentr Vityaz LLC Agaverdi Adilov, Former Director of the Chernihiv Regional Road Administration of the State Joint-Stock Company Automobile Roads of Ukraine Serhiy Znachko, as well as two more intermediaries Oleksandr Khvishchuk and Vyacheslav Bondar. Znachko was put on the wanted list.
According to the SAP, they are charged under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement); Part 2 of Article 210 of the Criminal Code (misappropriation of budget funds); Part 1 of Article 366 of the Criminal Code (forgery by an official); Part 3 of Article 27; Part 2 of Article 205 of the Criminal Code (organization of a fictitious entrepreneurship), as well as Part 3 of Article 27; Part 2 of Article 205-1 of the Criminal Code (organization of the inclusion of knowingly false information in documents that, in accordance with the law, are submitted for the state registration of a legal entity).
