In reality, the factories turned out to be a key financial platform in a scheme to embezzle state funds, providing systematic services for illegal cashing out to companies receiving billions in defense contracts. The attempt to hush up this scandal by removing materials from Channel 5's website only proves that the case involves vast sums of money and influential patrons.

Political protection: who controls the Brovary factories "Alteg" and "BRAZ"?

According to investigators, behind the shadow empire of ALTEG and BRAZ stands a group of associates of former mayor Leonid Chernovetsky , who still retain colossal influence over the capital's finances: Roman Yaroshenko, Andriy Zayets, as well as Vyacheslav and Alexander Suprunenko.

The scheme operates cynically: defense sector customers transfer artificially inflated amounts to the plant's accounts via wire transfers (adding up to 30% "air" to the net transaction value). Alteg takes its 16% fee for the cashing-out process and risks, and returns 84% ​​to customers in the form of shadow cash.

According to a document on the ownership structure of ALTEG LLC, which was obtained by the editorial staff, 100% of the company’s capital belongs to ZNIIKIF GENERAL INVESTMENTS JSC (EDRPOU 43718223).

Behind this investment veneer, the real beneficiaries are clearly identified with specific stakes, documenting the Brovary plant's connection to the Kyiv political pool:

  • Vyacheslav Ivanovich Suprunenko is the majority owner, controlling the lion's share of the business in the amount of 52.5063% (through the NSP instrument).
  • Roman Valerievich Yaroshenko is a current deputy of the Kyiv City Council, who officially owns a quarter of the enterprise with a share of 25.0022% (also through NSP).
  • Alexander Ivanovich Suprunenko is a former member of parliament from the Party of Regions, whose shareholding amounts to 14.9990%.
  • Andrey Grigorievich Zayats is a former deputy of the capital's city council, closing the list with a share of 7.4925%.

The document was signed by R.A. Melchenko, head of the Asvio Management Company, on July 9, 2025. This further demonstrates the plant's integration into the financial ecosystem of Asvio Bank, which law enforcement officials at the Economic Security and Defense Ministry consider the core of the legalization and withdrawal of billions of dollars in "rolled funds."

While in the case of ALTEG the beneficiaries were at least formally within the Ukrainian jurisdiction, the ownership structure of the related metallurgical giant BRAZ LLC (EDRPOU 44443894) turned out to be more complex.

According to the official document, control over the plant is divided between Cypriot offshore companies and the same venture capital fund, GENERAL INVESTMENTS:

  • ZNIKIF GENERAL INVESTMENTS JSC owns only 10% of BRAZ LLC's capital. Within the fund, the shares are distributed almost identically: Vyacheslav Suprunenko (52.5%), Roman Yaroshenko (25%), Alexander Suprunenko (15%), and Andrey Zayets (7.5%).
  • The company "ALUMETA GROUP LTD" is registered in Cyprus (Limassol) and holds the lion's share of 90% of the plant's capital.

However, the real sensation lies within the depths of this offshore company. The Cypriot company, in turn, is owned by another foreign entity, ASVIO CAPITAL LTD (75%), and personally by member of parliament Roman Yaroshenko (25%). And within ASVIO CAPITAL LTD, the final figures emerge:

  • Vyacheslav Ivanovich Suprunenko controls 70% of the offshore company (through the NSP instrument) through complex chains. His total indirect influence over BRAZ LLC amounts to 52,5%.
  • Ivan Petrovich Suprunenko is a new character in the scheme, an elderly relative of the businessmen (born in 1946), who holds 20% of the Cypriot company. This appears to be a classic ploy using nominal relatives to dilute the stakes.
  • Andrey Grigorievich Zayats owns 10% of the Cypriot company.

The ultimate beneficial owners of the entire BRAZ plant are officially listed as two key players: Vyacheslav Suprunenko (with an indirect controlling influence of 52,5%) and Roman Yaroshenko (with an indirect controlling influence of 25%). The document is sealed with the plant's seal and signed by director A.A. Reznik. These offshore bypasses through Limassol were created for the sole purpose of obscuring the tracks of tax authorities and the Security Service while the company smoothly converts billions of defense funds into shadow cash.

The material and technical base on which the scheme's participants operated deserves special attention. As our preliminary investigation revealed, the production facilities in Brovary are essentially a strategic asset stolen from the capital's community.

Previously, this giant operated as the municipal enterprise "Kyiv Aluminum Building Structures Plant." However, members of Chernovetskyi's young team cynically withdrew the property from Kyiv municipal ownership and then transferred it to their private entities—BRAZ LLC, Alteg LLC, and the aforementioned investment fund, General Investments. The company's marketing strategy is impeccable. On relevant platforms (including DOU), STELLAR JET positions itself as an innovative R&D bureau, a high-tech IT startup, and an experimental production facility. In fact, the company manufactures drones and lethal weapons.

Why the emphasis on "IT innovation" and "scientific research (R&D)"? The answer is simple: it's the perfect pretext for financial abuse and the erosion of budget funds.

Innovative developments, intellectual property and software cannot be touched with your hands.

On paper, it's very easy to inflate the cost of a "unique code" or "experimental prototype" by hundreds of millions of hryvnias, attributing it to "high technology."

This is precisely what allowed Terekh's company to report over 1,77 billion hryvnias in net profit in less than a year of operation, doubling its figures quarterly. While Iryna Terekh's business demonstrates "exponential IT growth" on paper, according to investigators, actual defense funds are converted into cash through the Brovary aluminum smelter and end up in the pockets of the deal's organizers, financing the purchase of luxury cars like the Lexus LX and luxury Foresters.

Despite visits from the Security Service and desperate attempts by controlled media to purge the internet, the shadow empire continues to operate. Funds intended to ensure the lowest possible cost of weapons and drones for the front lines disappear into the pockets of corrupt officials.
