The president's inner circle and Volodymyr Zelenskyy himself have been actively using the idea of fulfilling campaign promises for the past six months. "This was one of my key promises," "we are fulfilling the election program"—these phrases have been repeated several times on the OPU website and in videos featuring Zelenskyy. Today, we'll talk about the promise to "install automatic vehicle weight and speed control on the roads."
The Ministry of Internal Affairs and the police had long promised to introduce photo and video recording of traffic violations, even before Zelenskyy's presidency. Initially, former National Police Chief Serhiy Knyazev promised the system would be operational in the first half of April. Interior Minister Arsen Avakov, for his part, had promised the end of 2019.
The Kyiv City State Administration announced the launch several times: January 1, 2020, then May 1. But nothing progressed beyond a few cameras as part of a pilot project. Last spring, the Ministry of Internal Affairs again postponed the launch of automatic photo and video recording of violations due to the quarantine and the coronavirus.
Finally, on June 1st of last year, automatic speeding cameras began to be installed. The first cameras were installed in Kyiv and the surrounding region, with plans to expand to all of Ukraine. Furthermore, on November 18th, cameras began recording speeding vehicles with foreign registrations.
As of March 30, 2021, the patrol police told Slovo i Delo that 49 stationary technical devices that automatically record traffic violations were in operation in Ukraine: 20 devices in Kyiv, 25 in the Kyiv region, three in the Lviv region, and one in the Mykolaiv region. Police emphasized that the devices were installed in areas where the highest number of accidents with fatalities and injuries occurred. Currently, they record not only speeding, but also traffic violations and stopping in public transport lanes.
Also, according to Ukravtodor, 29 automatic photo and video recording systems "Cascade 3" are installed on the roads of Ukraine: 25 in the Kyiv region, 3 in the Lviv region, and one in the Odesa region.
Avakov reported that there are plans to install another 200 automatic violation recording systems this year: 30 in the Lviv region, 23 in the Kharkiv region and Kharkiv, 18 each in the Poltava and Zhytomyr regions, 12 each in the Mykolaiv and Zaporizhzhia regions, 11 in the Vinnytsia region, 10 each in the Ivano-Frankivsk, Rivne, Odesa and Kherson regions, 9 each in the Kirovohrad and Khmelnytskyi regions, 8 in the Chernivtsi region, 7 each in the Donetsk, Chernihiv, Zakarpattia and Ternopil regions, 6 in the Dnipropetrovsk region, 5 each in the Cherkasy, Volyn and Sumy regions, 4 in the Kyiv region, 3 in the Luhansk region.
As we can see, automatic speeding detection systems are gradually being rolled out nationwide. So, fulfillment of this part of Zelenskyy's promise is proceeding well.

Zelenskyy promised to install automatic vehicle weight and speed monitoring systems on the roads during his program. Both systems are already operational.
However, the first part of the obligation is also in good shape. In September 2019, the Verkhovna Rada adopted the law "On Amendments to Certain Legislative Acts of Ukraine Regarding Certain Issues of Implementing Dimension and Weight Control," which allowed for the introduction of the Weigh-in-Motion (WIM) system, a system for automatically weighing vehicles in motion.
The first WiM system launched in test mode shortly after the law was passed, installed at the entrance to Kyiv. The system collects information about vehicles passing through the area, recording the date and time of passage, air and road surface temperature, speed, license plate number, vehicle dimensions, and gross vehicle weight. If a vehicle exceeds the weight limit, the information is transmitted to inspectors.
In January, Infrastructure Minister Vladislav Krykliy announced that more than 40 Wi-Fi systems had already been installed. However, to fully launch the automated weight and size control system, the Verkhovna Rada must pass two more bills.
The bills in question are Bill No. 3742 "On Amending Certain Legislative Acts of Ukraine Regarding Certain Issues of Implementing Dimension and Weight Control" and Bill No. 3743 "On Amending the Code of Ukraine on Administrative Offenses Regarding Certain Issues of Implementing Dimension and Weight Control," both of which are currently being prepared for their second reading. The first bill establishes automatic recording of dimension and weight control violations and establishes shipper liability for these violations; the second bill increases the liability of transport participants and introduces new fines for violating dimension and weight parameters.
Thus, Zelenskyy's programmatic promise has every chance of being fulfilled. Automatic speed and weight recording of vehicles is now operational; the only question is when it will be implemented more widely across Ukraine.
