Kyiv City Council member Andriy Strannikov is at the center of a high-profile scandal over his alleged long-term illegal residence in someone else's home.
Kyiv City Council member and close associate of Mayor Klitschko, "UDAR" member Andriy Strannikov, came to the attention of StopKor's team of analysts due to a recent scandal. Kyiv resident Galina Babenko reported that Strannikov and his partner have been living in her house on Kobzarska Street since 2018 .
According to the woman, there was a lease agreement between the parties, but it had long since expired. Despite this, the residents refused to move out.
The owner claims she has been denied free access to her home for a long time, and any attempts to resolve the situation have resulted in pressure and threats. She claims the police have been called multiple times, but no real action has been taken. All inquiries, she says, have resulted in pro forma investigations without result.
To verify this information, StopKor wrote to the NAPC, the Kyiv City State Administration, and Kyiv Mayor Vitali Klitschko.
While we wait for a response, we decided to take a look at Deputy Strannikov's official declaration and analyze it. And here the editorial team was in for a surprise: Andrei Nikolaevich's declarations were missing from the NAPC website.
Although, according to Politekа, back in 2018, Andrey Strannikov declared real estate in Kyiv:
- non-residential premises (161 sq.m) and apartment (83,7 sq.m);
- an apartment (43 sq.m.) belonging to the deputy’s mother; two apartments of Andrei’s wife (38,6 sq.m. and 53 sq.m.);
- His brother's apartment (84,5 square meters). The deputy also declared valuable movable property.
Thus, his mother owns a VAZ passenger car (2011), and Andrey's brother owns a Nissan Qashqai (2012). In 2018, Strannikov leased premises to NEW LOGIC LLC, generating a profit of 291,000 rubles. His salary from his primary job was 804,129 hryvnias. The deputy maintains cash balances of $315,000 and 3,125,000 hryvnias.

Andriy Strannikov is a Ukrainian politician and public figure, First Deputy Chairman of the Kyiv City Council Standing Committee on Budget and Socioeconomic Development. He was born on July 7, 1975, in Kyiv. He holds several higher education degrees: he graduated from the Taras Shevchenko University of Kyiv and the Robert Schuman Institute in Budapest, and completed an internship at the European Parliament in Brussels and Strasbourg. He holds degrees in law, public administration, and psychology. In 2007, he defended his PhD dissertation.
Since the early 1990s, he has been actively involved in public and political activities, working in youth and international organizations, and was the founder and long-time director of the All-Ukrainian Public Organization "Institute of Political Education." He held senior positions in executive bodies, including deputy chairman of the Darnytsia District State Administration and deputy head of the State Architectural and Construction Inspectorate.
He was repeatedly elected to the Kyiv City Council, led and collaborated with parliamentary factions, and from 2015 to 2020, he was the chairman of the Solidarity faction. In 2020, he was again elected to the Kyiv City Council as a member of Vitali Klitschko's UDAR party.

In 2013, according to LB.ua, Strannikov was linked to the company "Telbin Iva," which was implicated in a scandal involving the development of a public garden at 6a Serafimovich Street in Berezniaky. At the time, the developer wanted to build a shopping mall on the site, and Kyiv residents spent weeks vigilant in the garden to protect it from the development and attacks by "titushki."
As analysts at the political hub "Chestno" note , the real owners of Telbin IVA LLC have now disappeared behind Belizean offshore companies, and Strannikov has distanced himself from the company. After all, a park was opened this year on the site of the controversial development, and Strannikov is making significant efforts to clear his reputation. To this end, he even created the NGO "Our Home Bereznyaki" and a regional newspaper of the same name.
The media also reported that Strannikov, during his time as a deputy in the Kyiv City Council of the 4th convocation (2002-2006), was one of the co-founders of a number of other construction companies, but now all of these companies are officially owned by other people.
