Andriy Shtafinsky is known among insurers and law enforcement as one of the leading schemers in the Ukrainian insurance market. He has dozens of open criminal cases and millions in laundered funds, which he regularly shares with the right people while remaining free. But first things first.
Andrey Mikhailovich Shtafinsky was born on January 28, 1975. He is married for the second time. He shares a bond with his second wife, Anastasia Sergeyevna Ivaschenko, not only by having two children together, but also by the fact that Anastasia is a beneficiary and acts on his behalf in most of his businesses, although she herself is not involved in any business activities. Anastasia's brother, Dmitry Sergeyevich Ivaschenko, is also involved in virtually all of Andrey Shtafinsky's financial schemes. Dmitry's role in this "family operation" includes preparing financial transactions, drafting the necessary documentation, resolving issues with banks, registering LLCs for these transactions, finding "front" directors, and so on.
It's worth noting that Shtafinsky initiated legal proceedings against Yarmolenko's first wife, Iryna Vasylivna, who lives with their child in Sumy, seeking to seize the apartment where she and their child live. Sources close to Shtafinsky's circle report that Iryna Yarmolenko knew too much about her ex-husband's activities and even intended to testify to law enforcement.
Andrey Shtafinsky's entire activity in the Ukrainian insurance market involved constructing money laundering schemes, facilitating tax evasion, and siphoning funds from the accounts of insurance companies under his control. In this field, Shtafinsky enjoyed impunity until 2018, when criminal case No. 42018100000000850 was opened on September 13, 2018, for aiding and abetting large-scale tax evasion involving Dominanta LLC. The main defendants in the case were Shtafinsky and his partner, Kirill Nefedov, former chairman of the board of Concord Bank. The case has not been closed; the investigation is still ongoing. It's worth noting that Shtafinsky and Nefedov's paths diverged in 2019, after the latter became the owner of International Insurance Company. The envious and vindictive Shtafinsky couldn't cope with his former partner's success and, as a result, began to seek revenge, enlisting the help of his influential friends.
Shtafinsky's complex and quarrelsome nature, envy, and constant desire to "dump a business partner" have repeatedly played a cruel joke on Andriy Mikhailovich. This happened to another former partner, now acting director of the State Bureau of Investigation, Alexey Alexandrovich Sukhachev. According to our sources in law enforcement, at the instigation of Alexey Sukhachev, the State Fiscal Service is currently conducting a certain amount of investigation into companies associated with Shtafinsky. The conflict between Sukhachev and Shtafinsky stemmed from the latter's accusations that Sukhachev, while working in law enforcement (at the time, Alexey Sukhachev held the position of deputy head of the Prosecutor General's Office of Ukraine), failed to notify him of the opening of a criminal case and also refused to "resolve" the issue with his colleagues.
There are many other examples of Andrey Shtafinsky's knack for ripping off friends and partners. A telling example is the situation with the talented Ukrainian IT developer Yuriy Shostka, owner of the IT company FTL. After meeting Yuriy, Shtafinsky proposed creating a joint online insurance project. Shostka had been developing a mobile app for a long time, investing his own funds. At Shtafinsky's invitation, Yuriy moved his own servers to the office of Shtafinsky's insurance company. These servers remained on the company's premises for about five months. When Shostka finished the product and was no longer needed, Shtafinsky ordered access to the office restricted and did not return the servers to Shostka. However, these servers now run the insurance company's software. Yuriy visited him and called him repeatedly, but to no avail. And this is not surprising, since all of Shtafinsky's "dirty deeds" are covered up by his godfather, Dmitry Kovalenko, who is the deputy head of the department of the first department of the SBU for supervision of the banking sector.
Andrey Shtafinsky has two other partners in his "insurance business." The first is a former banker with a dubious reputation, once close to fugitive President Viktor Yanukovych. He has been charged with banditry and corporate raiding. The second is a former high-ranking official close to the current government and a protector of his partner's "scheme business." Today, Andrey Shtafinsky conducts most of his financial transactions through his controlled insurance company, Ukrainian Insurance Standard, which he acquired in 2020 in the name of his wife, Anastasia Ivaschenko. Large sums of money are funneled through this company, involving the nationwide pharmacy chain, Low Price Pharmacy. Funds are deposited into the company under the guise of "insurance for goods in circulation," then withdrawn to the insurance broker Indigo, owned by Shtafinsky, and then converted into cash. The scheme involving Low Price Pharmacy has been working smoothly for a year now, allowing Andrey Shtafinsky to live lavishly.
We ask that this journalistic investigation be considered an official request to the State Bureau of Investigation, the Prosecutor General's Office, and the Economic Bureau of Investigation in order to verify the facts of illegal withdrawal of funds from the Insurance Company "Ukrainian Insurance Standard" and the all-Ukrainian pharmacy chain "Low Price Pharmacy."
