The Artsyz District State Administration signed a contract to build a school with a company belonging to the son of a Party of Regions member. The SBU had previously expressed interest in the company.

On October 31, Mobile Mechanized Column No. 15 LLC and the Education Department of the Artsyz District State Administration in Odezhda Oblast signed an agreement for the construction of a school worth UAH 31680000. This was reported on the Nashi Groshi website, citing the "Bisnik derzhavniikh zakupivel" (State Procurement Bulletin).

A regular school for 198 students is planned for construction in the village of Sadovoye in the Artsyz District. This project includes construction and finishing work, installation of utility lines, a transformer substation, boiler houses, and other services.

It is unknown, however, what the total area of ​​the school is and how many floors they plan to build.

It's worth noting that "Mobile Mechanized Column No. 15" is registered to Anatoliy Cherbadzhi, the son of Ivan Cherbadzhi, a Party of Regions member of the Odesa Regional Council. Naturally, he is no longer affiliated with any faction. Cherbadzhi Sr. is best known as the deputy head of the Yuzhny Commercial Sea Port State Enterprise, and in 2005, he also served as deputy governor of the Odesa region to Vasyl Tsushko.

Here's a fact that truly deserves attention. It turns out that the younger Cherbadzhi and his company already have experience building schools. However, it appears to be highly questionable. The Security Service of Ukraine (SBU) has expressed interest in the contracts awarded by PMK No. 15. The project involved the construction of a school in the village of Stavrov. Twice, the aforementioned company won tenders for this project.
In 2008, the project was estimated to cost UAH 21250000, and in 2012, UAH 32460000. As the investigation revealed, unidentified individuals at PMK No. 15 embezzled part of the allocated funds, transferring them to several private firms, which immediately went bankrupt. The amounts involved were not specified.
In December, following a court ruling, SBU investigators were granted access to documents and belongings of PMK No. 15, as well as to the companies to which it had transferred funds.
These companies—Bildaks LLC, Dial-Trans LLC, and Avtofrakht-Yug LLC—are registered to Alexey Popeskul; TD Antares LLC is owned by Igor Grigoryan; UA-Trade LLC is owned by Evgeny Makarenko; NFL-Trading LLC is owned by Andrey Dolgotya; Sozvezdie Alpion LLC is owned by Igor Kurgansky; and Pegas-Logistic LLC is owned by Vasily Tkachuk. The outcome of the case is still unknown.
