And there was another problem: the team didn't recognize him and rejected all his methods! There were still decent police officers! There were still people who respected the honor of the uniform. That's when I had to leave for a job at the Kyiv District Police Department, as deputy head of criminal investigation. Things more or less settled down there.
And so he meets a serious con man, an Azerbaijani named Kolya, nicknamed "The Beast"! And not just any meeting, but under very interesting circumstances, he "gets" him out of a criminal case, and not just any "gets" him out, but with a specific condition: you work for me!!!!
And then it all started!!! The gang is formed! The gang is armed! Wherever they're taken (whatever police station they're taken to), Mr. Kovyazin pops up, as if from nowhere, and pulls his friends out of any trouble!

Not only do they steal cars, create problems for people, but they are also the victims in the case!!! An interesting scheme???? Very!!!!
And Colonel Kovyazin's fortune is growing! He's already the head of Odessa's criminal investigation department! Along with his position, he was awarded a plot of land from Azerbaijani thieves to build a private home. And unsurprisingly, the plot is located next to the property of the gang leader, Kolya, nicknamed "The Beast." And Kolya "The Beast" has already become a godfather! The police are nepotistic with the gangsters!

A new scheme! Only Kolya has different names: he's Kolya, he's Alik, he's Timur, he's Abdullah!!!! He's all aglow like a Christmas tree, covered in gold and rings, with 20 guards, all armed! And no one's even planning on disarming them... Even in light of the recent events in the country! And the house is practically finished for Mr. Boss Dmitry Kovyazin! And the same crooks and gangsters are building it! Life is good, and living is good. Business is running, cars are being stolen, and a cut goes into Dmitry Kovyazin's pocket. The gang is operating and well-protected!
And here are some interesting points: the swindlers and bandits offer their “services” to the poor people who have suffered at their hands right within the walls of the police station, in plain text!

And they demand money from people right at the police stations! And the city's chief of criminal investigation, Colonel Dmitry Kovyazin, personally delivers it to the police stations in his own car!
There is much more that can be written about the deeds of this notorious gang of crooks... There is much to be said about how many people died at their hands, including police officers.

And then a miracle happened! The gang got screwed, unexpectedly running into a man from Kyiv whose car had been stolen! Kovyazin and Ibragimov never thought the Toyota would get them into trouble… After all, they'd always gotten away with it! After stealing the car and demanding a hefty sum, they were met with complete resistance and the victim's civic commitment. He's been putting in maximum effort, and rumor has it he won't rest until the entire gang, including Kovyazin, are brought to justice.

As a result of joint efforts with the Prosecutor General's Office, the Odessa Regional Prosecutor's Office, and the city prosecutor's office, the gang was dismantled! A criminal case was opened against Colonel Kovyazin (with the curious nickname "Shit")!
Kolya Zver has been behind bars twice! And now, having collected a considerable sum of money—1.500.000 hryvnias—he's been released on bail. Why twice? Because the police, working with the prosecutor's office, managed to detain Ibragimov's common-law wife during an illegal currency exchange and confiscate both the hryvnias and dollars for the state treasury!

Here we cannot help but recall the names of some of the gang members:

1. Ibragimov Naib Uzer-Ogly, born August 25, 1975. He is also the leader of the gang nicknamed "Kolya the Beast." And, oddly enough, he holds a Ukrainian passport (even though he can't write or speak Ukrainian, and never has. He is also the main link to the police. He is also the godfather of the former head of the Odessa criminal investigation department, Dmitry Kovyazin. Just think about it! The police are nepotistic with the gangsters!
2. Smutok Ruslan Yuryevich, born November 26, 1980. Member of a criminal gang. Kolya Zver's "right hand," and the main perpetrator of all the attacks and abuses against people. Former police officer.
3. Yuri Vladimirovich Chistyakov. Born November 11, 1980. Member of a criminal gang. Nicknamed "Skinny." A ruthless enforcer of all of Kolya Zver's orders. (He is currently behind bars.)
4. Rymarchuk Vadim Aleksandrovich. Member of a criminal group. Born on September 30, 1987.
5. Omarov Araz Sharaf-Ogly. Born February 15, 1967. Member of a criminal group.
6. Anton Valerievich Prishchenko. Member of a criminal group, born on February 3, 1991.
This list could go on and on….

Now I would like to talk about the position of judges and about justice in general...
The gang's case is transferred to the Suvorovsky District Court for trial. And that's where the fun begins. For a year, NOT A SINGLE FULL COURT HEARING HAS BEEN HELD!!! For a small fee, the gang manages to evade justice. The case is heard by a panel of judges, headed by the presiding judge, Dmitry Shkurapeev. Each subsequent hearing is postponed for trumped-up reasons. One judge is on vacation, another is on sick leave, a third is in deliberation! And everything is legal! And the gang continues to rob and murder people, free and clear!!!
Question for the judges: Why are repeat offenders free? Why aren't they behind bars? Why do they continue their criminal activity?

Realizing that Ibragimov Naib (Kolya Zver) needed the money, upon his release, he got back to work! Once again, in the Suvorovsky District, there are robberies of currency dealers, assaults on people, and thefts of cars and items from cars! And this is easily verified by the statistics!

Now to the interesting facts.
During the search of Kolya Zver they found:
1. Registration certificate for a Toyota Camry 16-41 (white), registered to Dmitry Kovyazin’s wife;
2. A hunting rifle registered to Dmitry Kovyazin's father...

And the protection racket for lottery operators! It's a known fact! As soon as Kovyazin was kicked out of the police department and Zver was arrested, this type of crime stopped!
And what about the bag holders and wheels??? Also Kovyazin!
And it was for these GREAT SERVICES that General Katerenchuk hired Kovyazin to work on the "Crimean issue"! Kovyazin's schemes for theft and banditry were perfected! They can be put to practical use in his new position!

And now Kolya Zver' drives around with Kovyazin in a black DEO Lanos and a green Niva VN 1511 AN and they're looking for the next victims among normal citizens!
And calmly, Kolya Zver's gang changes their cars at the 25th Chapaev Division in the car dealership near the Sun Oil gas station, after committing crimes with them!

And Katerenchuk is apparently happy with this!
Question: Why isn’t Lortkipanidze responding?

The only good news is that the victim of the car theft won't let this gang commit crimes! He'll see it through to the end! Both Kovyazin and Ibragimov and their gang will be punished!

Only one question arises: when will people like Colonel Kovyazin be dismissed from the police force? When will the police stop protecting banditry?
When will the police finally disarm gangs like Kolya Zver and jail them for their criminal acts? When will they stop demanding money from people for crimes they haven't committed, or, as they call it, "scams"?

We consider this letter an open request to the Minister of Internal Affairs, Arsen Avakov, and the head of the Odessa Regional Department of Internal Affairs, Lortkipanidze, asking them to dismiss Dmitry Kovyazin from the police force and take control of the case of Naib Ibragimov.

Arrest Ibragimov Naib for criminal acts, changing his preventive measure to detention.

Conduct an official investigation into the violation of the police oath by Colonel Dmitry Kovyazin, who "bought" Naib Ibragimov out of the pretrial detention center for $10.000!

We also appeal to Governor Saakashvili and Regional Prosecutor Sakvarelidze to oversee the prosecution in the Suvorov District Court so that the gang is punished and put behind bars along with its leader, Naib Ibragimov!
