Tishchenko, Pogadayev, Radkovsky, and military schemes: new cases against deputies and charitable foundations

The focus has shifted to cases involving MP Mykola Tyshchenko , First Deputy Chairman of the Odesa Regional Council Oleh Radkovsky, as well as officials and deputies of the Mykolaiv region. Some cases are already in court, while others remain the subject of pre-trial investigation, writes Oleksandr Panko of Fraza.

In the case of People's Deputy Mykola Tyshchenko, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office previously issued a notice of suspicion under several articles of the Criminal Code. According to investigators, the deputy may have been involved in soliciting over $1 million through the operation of illegal call centers, the laundering of illegally obtained funds, and false declarations. The materials presented by prosecutors at the court hearing mention the "Road of Peace" charitable foundation, which, according to the prosecution, may have been used to conduct financial transactions related to the movement of funds.

Prosecutors also released excerpts from correspondence that, according to investigators, discussed the purchase of military vehicles, the preparation of financial documents, and the preparation of reports for foreign donors. The prosecution claims that some of the documents may have contained false information about the cost of the purchased vehicles and associated expenses. Nikolai Tishchenko denies the charges against him and claims the criminal prosecution is politically motivated.

A separate investigation concerns Oleg Radkovsky, First Deputy Chairman of the Odesa Regional Council. According to law enforcement, the official was detained after receiving the first installment of an unlawful benefit in a case involving construction permits. Investigators are also continuing to investigate a large-scale scheme involving the possible illegal sale of humanitarian aid to charitable organizations.

According to the investigation, humanitarian aid shipments containing clothing and footwear, imported as free aid, may have been sold through retail outlets in the Odesa region. During the investigation, law enforcement officers conducted over 60 searches, seizing documents, mobile phones, and accounting records. Meanwhile, the Odesa Regional Prosecutor's Office reported that the individual associated with one of the charitable foundations does not currently have procedural status in this criminal case, and the investigation is ongoing.

Another case concerns the purchase of generators for invincibility points in the Mykolaiv region. The indictment against Valery Khomitsky, chairman of the Berezan village council, has already been submitted to court. According to investigators, the equipment may have been inflated in price, causing damage to the local budget. The investigation also examined information regarding the possible commercial use of humanitarian generators.

At the same time, after completing the pre-trial investigation, the Mykolaiv Regional Prosecutor's Office reported that the claim that the generators were donated as humanitarian aid was not supported by evidence. The office also noted that there are no other suspects in this criminal case, and information about the procedural status of certain individuals is not being disclosed in accordance with legal requirements.

Investigating crimes related to the misuse of humanitarian aid and charitable funds has become a priority for law enforcement agencies since the outbreak of full-scale war. Legislation provides for criminal liability for the illegal use of humanitarian aid, embezzlement of budgetary funds, obtaining improper benefits, and money laundering. In most such cases, final determinations of guilt can only be made after court decisions enter into legal force.
