A New Broom in State Reconstruction

Two sources have already reported that the leading candidate for the State Reconstruction is currently Vadym Boychenko. He is the mayor of Mariupol and a member of Rinat Akhmetov's team , writes Yuriy Nikolov in his blog on the website " Nashi Groshi ."

Let me say right away that I have no ill will toward Boychenko for his actions. The Mariupol City Hall, which he heads, receives approximately 1 billion hryvnias annually from the budget to support internally displaced Mariupol residents (they receive food packages at regular prices through tenders) and to cover the salaries of the city hall officials themselves.

I won't debate here whether the state should spend that billion on refugees. Some other occupied communities are also financed in the same way (for example, occupied Severodonetsk receives half a billion a year). That's what they decided.

The question is what will happen next for the State Reconstruction Agency. The current head, Serhiy Sukhomlin, is stepping down as a result of the government's reassurance against Zelenskyy and Arakhamia.

There's no doubt that Boychenko will be associated with Akhmetov. He was elected mayor of Mariupol from his position at Metinvest before the full-scale invasion, in 2015. Back then, the city was key to Metinvest's metallurgy and port industries. They even tried to make Mariupol a showcase for Akhmetov's empire—building an engineering institute and beautifying the landscape. Of course, Boychenko didn't lose touch with his homeland even during the war. An official salary of 42 hryvnias isn't exactly enough to survive. In Kyiv, that's how much people earn in stores these days. And, in general, under Zelenskyy, having some kind of stable income from some source has become the norm, rather than scouring the market for deals.

Vladimir Boychenko. What's next?

State reconstruction efforts now focus more on protecting electrical substations, less on road repairs, and very little on civil construction. First and foremost, preparations for the collapse of the energy sector by Russian forces are already underway. Could Akhmetov be interested in this? Of course. But we are all interested in ensuring that DTEK's energy facilities are protected.

Can Akhmetov make money from supplies to the State Reconstruction Agency? Yes, he can. His rebar is one of the key building materials for protective structures. Does this make him profitable? Certainly not at the moment. Rebar from Metinvest is actually very cheap under these contracts. And if the public pricing of protective structures, introduced by the State Reconstruction Agency under Sukhomlin's leadership, continues, it will be possible to monitor the pricing policy (a dashboard with construction materials prices is available here ).

So, in the grand scheme of things, Boychenko could become the new face of Akhmetov's group in the grand scheme of things. Time will tell what that will be.
