Foreign observers are probably not the only ones who have the impression that the new government's fight against corruption is being waged only on paper, while in reality the situation is precisely the opposite. Experienced corrupt officials, appointed by the criminal regime, continue to head strategic enterprises. And it seems no one, neither at Bankova Street nor at Hrushevsky Street, is bothered by this. The most striking example is the Ukrainian State Enterprise Ukrhimtransammiak, which is still headed by Valeriy Bondyk, appointed by Yanukovych during his tenure as prime minister in 2007.The original says "Bondik Valery", but we are talking about Victor — SKELET-info) is a notorious executor of schemes to siphon off funds from a state enterprise in the amount of more than 1 billion UAH.
Member of the Party of Regions since 2002, deputy of the Donetsk Regional Council from the Party of Regions of the IV and V convocations, No. 35 on the list from the Party of Regions in the Kyiv City Council in the elections in 2006 (Decision of the Kyiv City Territorial Electoral Commission No. 15/19 of February 12, 2006), twice awarded by Decrees of the same V. Yanukovych, already during his presidency, the Order "For Merit" - in 2011 the Order of the III degree, in 2013 the Order of the II degree. Enjoying the support of Yanukovych, Klyuev, Klymenko (not the Minister of Revenue), since 2007, under the leadership of V.A. Bondik, the enterprise purchased equipment at inflated prices, carried out scientific work, took tens of millions of dollars in loans, while the amount of "kickbacks" to the director V.A. Bondik reached 70%.
To increase the company's expenses, from which he received kickbacks, V.A. Bondik, the perpetrator of the criminal schemes, first needed to get these funds somewhere. To this end, the completely profitable state-owned enterprise Ukrhimtransammiak accepted state-guaranteed loans on extortionate terms from Amsterdam Trade Bank NV and Alfa-Bank on December 22, 2010, for a total of $42 million. The loans were completely embezzled, and the company is still forced to pay the bills, which, incidentally, are not small – in 2011 alone, Ukrhimtransammiak paid Amsterdam Trade Bank NV UAH 108,153,000 for the loan (code 65.22.1 – other credit services). Bondik's schemes were not particularly inventive.
Examples of such schemes include: a scandalous deal involving the purchase of liquid pumps and liquid lifters, which Ukrhimtransammiak State Enterprise purchased in 2010 for UAH 15,200,000. In 2013, the same equipment in the same configuration (only the name was changed) was purchased for UAH 55,400,000. Ukrhimtransammiak State Enterprise contracts for the purchase of security services. For five years in a row, Security and Safety LLC received security contracts from Ukrhimtransammiak totaling UAH 58,450,000. The first founders of this company were Promkeram LLC and Grigorievsky Rudnik LLC, owned by Viktor Bondyk, who was appointed director of Ukrhimtransammiak in 2007. Currently, "Okhrana i Bezopasnost" is registered to Zurab Asaturov. He is also known as the director of Altair Profi Construction Company LLC, which in turn is registered to two other companies: Viktor Bondyk's Uglepostavka LLC and SK LLC, headed by Oleksandr Sichinava, the former head of Oleksandr Yanukovych's All-Ukrainian Development Bank. Ukrhimtransammiak signed an agreement with MARS RK Airlines LLC in 2013 for the use of aircraft for aerial surveillance of the technical condition of the Ukrainian section of the Tolyatti-Gorlovka-Odesa ammonia pipeline. The transaction was valued at UAH 30,490,000. AS OJSC (regional aviation center) also participated in the tender, offering services for UAH 15,530,000. However, the offer, which was half the price, was rejected for formal reasons (as part of the offer, the company provided a copy of the passport, not certified by the personal signature of the manager, etc.).
In 2011-2012, the cost of these services amounted to UAH 26-28 million, and in 2008-2010, UAH 6-10 million. The founders of Mars RK Airlines LLC are Anatoly Kudrin, former director of the Kyiv state-owned enterprise Civil Aviation Plant 410 (while managing the plant, by 2010 he also headed the Solomyansky organization of the Party of Regions in Kyiv), and Anastasia Shevchenko-Katamadze. According to Ekonomichna Pravda, her father is Oleh Shevchenko. In 2007, the government of Viktor Yanukovych created the Aviation of Ukraine concern, with Shevchenko appointed as its head. In 2006, Shevchenko became a member of the Kyiv City Council from the Party of Regions. Using these and similar schemes, V. Bondik has managed to steal over $150 million from the company since 2007. And he continues to steal. What has allowed him to remain in charge for so long? The answer is obvious: his ability to steal money from a state-owned enterprise and then use it to corrupt those who depend on his continued presence. Indeed, during his seven years at the helm of Ukrhimtransammiak, law enforcement opened and "successfully" closed more than one criminal case.
It's understandable: the criminal regime, permeated with corruption, did everything it could to protect its corrupt Stakhanovite officials, who "lay golden eggs," albeit stolen from the people. And Bondyk responsibly and carefully satisfied the economic interests of the leadership of the GPU, SBU, Presidential Administration, and other overseers. And what now? A year—I emphasize, a year—after the Revolution of Dignity, when people said a decisive "no!" to theft and corruption, entrusting the country to the current government and president, has nothing changed? Let's find out. It turns out Bondyk has it all under control again: at the SBU, under Gritsak's protection, the operative-investigative cases that were violated are now sitting on the shelf, gathering dust. At the GPU, Yarema, having received this "golden goose" with Golomsha's release (previously, Golomsha had been "protecting" Bondyk), hasn't moved forward with any of the cases opened "for show." The new Minister of Economic Development and Trade should have first responded to the arbitrary behavior taking place at this state-owned enterprise, strategic to the country's economy and responsible for both domestic and foreign economic activity. However, it seems Aivaras Abromavicius, who lived in Ukraine for eight years during the height of corruption, is no longer concerned about this state of affairs and considers it the norm. Perhaps Bondyk has even found him a comfortable position in the scheme to siphon off funds from Ukrhimtransammiak.
And there's more: Bondyk was recently at the Presidential Administration and, after meeting with Lozhkin, reportedly swore allegiance to Poroshenko himself. Could it be that for these people, too, personal economic interests have become more important than the interests of the state and the promises they made in front of the square to eradicate the scourge of corruption? And there's no reason to doubt his boasts about funneling money to Bankova and resolving all issues with Lozhkin, after all, the country has had a new government for a year, a new Cabinet for a month, and yet inspections at Ukrhimtransammiak, just as they were under Yanukovych, are still not being conducted; the cases are not being reopened or investigated. The situation is very similar to what existed under the criminal regime, when law enforcement agencies were simply afraid to touch Bondyk for his close relationships with the "family" and his regular visits to Bankova.
And if indeed the Presidential Administration, represented by Lozhkin, “took the professional corruptor Bondyk under its wing,” then the obvious questions naturally disappear: Why is Bondyk V., a member of the Party of Regions since 2002, a deputy of the Donetsk Regional Council from the Party of Regions of the IV and V convocations, No. 35 on the Party of Regions list for the Kyiv City Council in the 2006 elections (Decision of the Kyiv City Territorial Electoral Commission No. 15/19 of February 12, 2006), twice awarded the Order of Merit by Decrees of the former President of Ukraine V. Yanukovych - in 2011 the Order of the III degree, in 2013 the Order of the II degree, still at the helm of a strategic state-owned enterprise with a turnover of over UAH 1 billion. Why, already under the new government, during 2014, Bondyk V.A. Conducted tenders worth more than 500,000,000 hryvnias and continues to brazenly withdraw funds from the state-owned enterprise, receiving the notorious 70%. Why, already under the new government, Bondik V.A. from February to May 2014, under the guise of business trips to the cities of Tolyatti and Moscow (Russian Federation), was in fact in the occupied territory of the Autonomous Republic of Crimea. Bondik V.A. was not even afraid to participate in the parade of Russian troops in the occupied territory of the ARC on May 9, 2014 (according to official data, he was on sick leave, however, Ukrzaliznytsia’s confirmation refutes this fact: from May 30, 2014 to May 10, 2014, Bondik V.A. was in Crimea).
Incidentally, in the Autonomous Republic of Crimea, V.A. Bondik owns land and real estate in the village of "Nikita." Bondik's acquisition of these land plots occurred amid a high-profile scandal, under the guise of the Party of Regions and his personal and close relationship with the family of then-Prime Minister of Ukraine Viktor Yanukovych. Why, under the new government, V. Bondik, as he did under the criminal regime, continues, without fear of responsibility, to make multimillion-dollar payments to firms of his Party of Regions allies and companies with clearly Russian roots. Why, under the new government, criminal cases have been opened against Bondik V.A., just as under the criminal regime, are not being investigated by either the Prosecutor General's Office, the Ministry of Internal Affairs, or the Security Service of Ukraine (criminal proceedings No. 12014100040006148 and No. 12014000000000258). At the instigation of their new patrons in the Prosecutor General's Office of Ukraine, virtually all criminal cases related to the embezzlement of public funds at Ukrhimtransammiak were closed. Why, under the new government, did V.A. Bondik, in collusion with Russian oligarch Sergei Makhlai (owner of Togliattiazot OJSC), organize the attempted murder of Ruslan Kalashnikov (Deputy Chairman of the Maidan Anti-Corruption Committee)? And no one is investigating the criminal proceedings related to this violation.
Is this déjà vu? Only the patrons have changed, and Bondyk, just like the past seven years, relies on three pillars: the SBU, the Prosecutor General's Office, and the Presidential Administration. He calmly continues to implement his schemes to embezzle funds from a strategic state enterprise. He doesn't hesitate to lobby for his Russian partners and patrons, for whom the transit price hasn't changed since 2010, and for whom additional ammonia volumes (150,000 tons), not accounted for in official documents, are being pumped through. This isn't why honorable people have shed and continue to shed blood defending their native land, so that the minions of the criminal regime can continue to enrich themselves at the state's expense, live in dire straits, and serve the interests of their Russian patrons! It is reported that the facts cited in this article have already been submitted by members of parliament in their appeals to the Prime Minister of Ukraine, the leadership of the SBU and the Prosecutor General's Office, and the President of Ukraine.
Our society is changing, and it's obvious. It's no longer willing to tolerate the slowness of the authorities and law enforcement agencies. Recently, the media published more materials about the embezzlement of funds from the state-owned enterprise Ukrhimtransammiak by its director and Yanukovych's nephew, Bondik V. Today, from early morning, activists gathered in front of the Ukrhimtransammiak State Enterprise building on M. Raskovoy Street, 15, armed with posters and a traditional instrument of lustration - a trash can, a place in which, this time, was intended for someone who especially distinguished himself in the field of the withdrawal of state funds during Yanukovych's rule and managed to steal more than 1 billion UAH. And under the current government, he continues his dirty work. The public naturally asks why? While the government ponders its response, the people are carrying out their own popular lustration! Being a "high-flying bird," Bondik didn't deign to come down to the people, or perhaps he was afraid of public wrath, although he didn't hesitate to call the police. As the police officers passed by, they congratulated the activists with smiles and a silent sway. Later, one of the officers approached the activists and said off the record, "You're doing everything right. We probably won't have time to stop you from throwing it in the trash."
