The dismissal of Georgiy Tuka as head of the Luhansk Regional Civil-Military Administration was preceded by a series of scandals. Luhansk Maidan protesters, members of his own staff, and former allies all spoke out against Tuka. This undermined the seemingly impeccable reputation of the mega-popular volunteer. But his dismissal resulted in a promotion for Georgiy Tuka! He is now deputy head of the ministry that grew out of the "Donbas Reconstruction Agency," which was immediately dubbed the Ministry for the Development of Billions in Donor Funds. In his new role, Georgiy Tuka will be able to participate in the distribution of much larger financial flows.
Luhansk resident Dmitry Snegirev, co-founder of the "Rights from Right" civic initiative, contacted law enforcement agencies with information about abuses committed by the former head of the LOVTS. In an interview with ORD, he described how public funds were squandered during Georgiy Tuka's governorship and how the interests of Borys Kolesnikov and Konstantin Grigorishin were lobbied for (read more: Konstantin Grigorishin: Distinguished Oligarch of Ukraine and Russia ).
You've repeatedly claimed that Georgy Tuka is involved in embezzlement of budget funds. Are these claims substantiated?
— I have collected more than 5 dollars to the law enforcement agencies due to the fact of theft of property. It is clear that the Severodonetsk airport has already been rejected by the reaction: they decided to block the idea of “updating” the airport at the very beginning of its implementation, worth 4 billion UAH, as they were waiting to “master”. We are talking about the so-called reconstruction of the airport, which is located 35 km away. from the connection line. On the 15th, the director of the Severodonetsk Airport municipal enterprise, Mr. Yuri Falaliev, stated that the region needs 5 million for the design documentation and another 100 million for the project itself. Reconstruction of the airport is small if the state costs 2 billion UAH. Wait a minute. It was planned to live out the dark clouds so that the stench would be picked up by Boeings from Europe. Who should fly to the combat zone? Tim more - after the shooting down of the Malaysian Boeing, the RNBO fence was introduced against weeds in the ATO zone. I reached out to NABU, the Prosecutor General's Office, the Ministry of Internal Affairs with the idea that it was planned to produce pre-project documentation for 5 million (even though there was no need for it, since back in 1989 such documentation was disbursed), and another 100 million would be spent on the project. After my birthday, the 15th quarter came before the work group meeting. Pan Yuriy Falaliev made a statement about the fact that it was planned to spend not 2, but 4 billion UAH on reconstruction! Totto, koshtoris moved up in two days, if the structures of Boris Kolesnikov, zokrema - the Altcom company were involved in the development of koshtivs. I also stated that we cannot talk about reconstruction, because the airport will not be safe. And Tukaya planned to see money from the local budget for pre-project and project documentation.
— Perhaps the governor was set up, taking advantage of his inexperience in public affairs?
— There is no end to mercy. 35,5 million UAH were spent on the renovation of the constructed infrastructure of the Stanychno-Lugansk district of the same Stanitsa... First of all, the food is to blame - what was the cost of the renovation? In other words, this is a zone of combat activities. There is a pedestrian crossing there, which, according to the orders of Pan Tuka himself, was closed because there was shelling there. Realize that you will spend tens of millions on upgrading infrastructure, if tomorrow the enemy will be destroyed by artillery, which means: burying 35,5 million hryvnia. Pan Tuka himself has a post on Facebook: “Scoundrels, they destroyed what we restored.” This is the name of the Chechen scheme - when pennies are seen, then the money is restored, then fighting begins, it is found again, and then the same is seen again koshti.
And food supply for updating the infrastructure in Lisychanska, and for updating in the Popasna m. - yes, that’s the line of the battle line. A screaming situation has broken out there: they saw the cost of upgrading the infrastructure, and they began... to operate a fountain in the center of the place! It’s not yet clear that 8 million UAH are being spent on a swimming pool in the town of Kremenny: what is the urgent need? And for the existence of three football fields, of which there are a hundred, I have great doubts about their needs. And there are also 10 projects underway, for the development of which pennies have been seen, and there are also dozens of millions in sum. For these pennies, not the same as the project, a living could be earned. I myself reconstructed, lived there, and I know how much it costs. Our region is number one in terms of the number of displaced migrants, and the money that went into the project could have been used either for the maintenance of social housing or for the repair of housing for refugees.
The current episode is the creation of a “logistics center” in Novotoshkivtsi (also in the combat zone), in which more than 14 million UAH were spent on the renovation of buildings and social infrastructure. sovereign wealth, and the money of international institutions... However, the decision to open a logistics center is made in Minsk, for the sake of all sides of the conflict. And Mr. Tuka, without hesitation, signed documents for the payment of budget funds. How millions of people dig in: in order to achieve a clear solution, this center has made a decision, and money has been spent... But the center does not work. I’m guessing that this change is more important and the unnecessary loss of budgetary funds, but the assessment may be made by law enforcement agencies.
In order for the transition to be completed in Novotoshkivtsi and the date of the ability to request the logistics center, Mr. Tuka has closed the offense of transition to Stanitsa Zolote in order to allow the possibility of unblocking the transition to Novotoshkivtsi. They exchanged Tuka for Garbuza and without any problems the pedestrian crossing to Stanitsa Lugansky begins. And then you find yourself in the presence of another in Zolotoy.
— And why, in your opinion, did Tuka prefer Novotoshkivka?
- It is possible that in Novotoshkivtsi there is such a person as Pan Shakun, a person with a dubious reputation, through which schemes with the vision of financing for the logistics center are more likely to be given.
Pan Tuka has a good time with the new roads. They were promoting a program for repairing automobile roads, as it would allow them to save three thirds of their budgetary funds, and in the future they would build roads with a foreign investor. According to Mr. Tuka’s estimates, 10 billion UAH are required.. Ale, vibachte - there is a constant oversupply of important equipment, which is all ruining... Just before Tuka’s exile, the state was assigned insufficient funding for repairs.
— An entire department at LOVTSA resigned in April. Tuka wrote on Facebook that it was blackmail. What do you know about it?
— All finance departments were embarrassed by the protests, although they were professionals who had made a clear choice in the future of Ukraine. They did not agree with this funding policy and the line of behavior that Pan Tuca imposed on them.
The axis of the policy is that in 2013, money was reinstated for 77 cars delivered in the amount of UAH 47 million to companies affiliated with Oleksandr Yanukovych. Some of the pennies were given, and some were not, as the war began. Then the directors go to court and the court makes a decision that they fought - the demand to pay. Hello to whom? A large part of these vehicles were lost in uncontrolled territory. Prote Pan Tuka write a resolution: give me some money. Having pressed the head of the treasury, he paid a pittance.
"They say the team that Andriy Alyosha, who was put together by Tuke, is to blame for this. "We've got a new overseer named Alyosha, who used to be the overseer in Zaporizhzhia after the bandit Anisim," Severodonetsk activists posted on social media. And Donetsk residents know a character named Alyosha as one of the most unruly city council members from the Party of Regions, a member of the Family, and Ivanyushchenko's "junior partner."

What kind of retinuation can happen in the wealth of Alyosha and the businessman of the region Tuka? A senior official of the Ministry of Internal Affairs of the region, in a recent video interview, said that the career of Pan Tuki was not even successful: he worked as a waiter, having previously marked the criminal Avdishev, selling in Egypt telephone...
— Your last statement concerned the Luhansk business of Russian oligarch Grigorishin and Tuka's lobbying of his interests. Could you elaborate?
— There is someone who will “master” the budgetary funds from either Kolesnikov’s companies or the Russian oligarch Grigorishin, whose enterprise “Lugansk Energy Association” (LEO) has not been re-registered as Ukrainian territory and our state lost 1,2 billion UAH.
The militants in Lugansk are planning to extract 140-150 million UAH of electricity from the United Energy System of Ukraine (UES), and pay only 50 million UAH. Grigorishin supplies electricity to the “LPR” and pays taxes to the treasury of the so-called “Luhansk People’s Republic”. The citizens who live on the territory of the “LPR” are collecting money for electricity in Russian rubles, and representatives of the “order” of the self-proclaimed “LPR” have become visible for the sake of Grigorishin’s “LEO”.
And Tuka’s plans included the activities of the LEP in Kremenny and the activities of the Siverska substation. Project investment – 500 million UAH. Such an agreement was signed with the holding company "Ukrenergo" in the person of Mr. Yuriy Kasich, who, before taking over the leadership of "Ukrenergo", was forced to take over the oligarch Grigorishin, being the intercessor of the general director of "Lugansk Energy" ob'ednannaya", and at the same time the Lugansk regional military-civil administration is working on nutrition, in which Kostyantyn Grigorishin says.
To explain the daily life of the substation and additional power transmission lines, Mr. Tuka spoke about the problems with the energy supply of the TES in the Shchastya metro station, the pressure of which really arises for the entire region. Ale, as only a few people knew Tuka, bachimo, that problems with energy supplies have arisen, so that the supply of Mr. Tuka’s hundred percent stress is starting to arise. Moreover, Kremenna is a protected zone. In the Luhansk region there are great problems with forest plantations, and there are clearcuts there. The regional prosecutor's office has destroyed the law about illegal logging. And what’s important: when it comes to the reconstruction of the airport, Mr. Tuka explained that the war between the axis and axis may end, and when there is a need for LEP, he began to say that the war is troubling and there will be a need to continue Dodatkov LEP.
Moreover, if the impudence of Grigorishinsky’s “Lugansk Energy Association” bent on the fact that it would be necessary to cut off the situation, I will wake up, as a result of the dismantling of the ZSU special forces on our territory (motivatingly contracted in the amount of 1,7 million UAH), Mr. Tuka, standing on Grigorishin’s side! Having announced that there were no turbulences, she criticized the Treasury, which gave orders not to pay to institutions that are registered in dumped territories. Isn’t it amazing the reaction of a “patriot to the bone”?
- So, Tuka advocated for the financing of terrorism?
-So, even if we talk about “LEO” - a structure that is not legal, was founded in buried Lugansk, it has not been registered in Ukraine. The accomplices who had squabbled with Grigorishin went to court and thus got their debts extinguished. And the schoolboy of the CATCHER supported.
You’ll have to wonder what happened when a similar situation happened to you. When LEO tried to drill DTEK Sverdlovanthracite, which was due to Mr. Akhmetov, the debt cost 400 million UAH. — what was the reaction of representatives of the “MGB of the LPR” to the ceremony? They came to the LEO managers and explained that the stench was “going to the basements.” And Pan Tuka, who is likely to be robbed of more than 1,7 million UAH, instead of that, just to explain to Grigorishin’s management that he is wrong, it seems, that he needs to pay the LEO borgs.
"Perhaps Mr. Tuka cannot act using the methods of the 'LPR Ministry of State Security.' What legal solution do you see?"
“I’m guessing that food needs to be balanced with the nationalization of this company.” How will the private enterprise of the Russian citizen dictate the minds of the sovereign enterprises of Ukraine? How can this enterprise, which actually finances terrorists, rob us of its powerful bonanzas? Exploits our resources and extracts money from us? This is why they serve food, and not lobby the interests of the Russian oligarch Grigorishin.
Many Maidan protesters perceived the appointment of Georgiy Tuka as a breakthrough, as evidence of a new stage in the country's development. They hoped that people from the Maidan, charismatic leaders like Tuka, would be able to revitalize the state's authority. What went wrong?
— Maybe we should start with the fact that the head of the Lugansk military-civil administration, Georgiy Tuka, falsified data about his enlightenment? Her official biography states that the person graduated from the Kiev Polytechnic Institute, but there is no truth to that. And immediately the people without any illumination will lose the functions of the intercessor minister. Here, the question is not only to Mr. Tuka, but also to the President: why, at the time of Mr. Tuka’s recognition, the so-called special verification was not carried out? And confirmation: from the KPI, that Mr. Tuka will be revoked for academic failure, a great deal of knowledge in which the VNZ will not be rejected.
Due to the political situation, wine is radically changing its point of view. When Pan Tuka came to the posad, he said that he was in favor of a harsh blockade, and now he was no longer averse to trading with terrorists. Before the speech, my first calls began only after the first half of my stay at the planting, so that it was time to show my certificates.
— The former governor complained that the System’s resistance proved too strong.
— Immediately after the recognition of the head of the SHEEP Georgy Tuka, in his own words, having become the President - what will be the amount of funding. And practice has shown that a “Freudian slip” has become: people have come to master the state’s money, and the “fight against the System” took place in the virtual space - on Facebook.
Practice has shown that this amateur from the government lobbies the interests of large private businesses. It’s also easy to guess that Mr. Tuka signed an agreement with “Ukrzaliznytsia” about the existence of an additional salvage line, which may unite Belokurakino and Svatovo. Moreover, as he himself says, until now, with a consistent proposition, the highest private agro-industrial business is a bonanza for farmers, which will cost the state 430 million UAH..! Another butt: a robot has been attached to the elevator, which will belong to the sovereign “Bread of Ukraine” from the ship’s haulage with the assistance of Pan Zhuravlov (who is in the orbit of the “regional” Yefremov), and I know that the “sovereign” Pan Tuka is not supporting the sovereign entrepreneurship, and entrepreneurship, which is connected with Ephraim. Moreover, all the grain that constitutes the stabilization fund of the Lugansk region, and as if it were not enough to pay for social bread in order to reduce the level of social tension, was transported to the Kharkiv region. After the defeat of the state, the region was left without grain - who can bear witness?..
Georgiy Tuka filed a strange asset declaration for a businessman in 2015. His only property is a 2007 Opel Vectra, a GAZ-2705, an 18-square-meter apartment, and 6 square meters of land. His only official income is a whopping 5648 hryvnias per month. And there are dashes where family assets should be listed. Does his declared poverty reflect his lifestyle?
-By the number of security officers, Pan Tuka can compete with the President of Ukraine. The food is to blame here - who financed such a great funeral. Having said that it is necessary to follow the decisions of the court, this fact will require re-verification, because the people have already been pierced by the need for light. You also need to check the information from the open sources - about those that Don Mister Tuka starts in the elite initial deposit, where the payment for the river significantly outweighs the river income of Mister Tuka.
— How do you assess the central government's humanitarian policy toward the Ukrainian Donbass?
— In Severodonetsk and on all TV channels of the Ukrainian-controlled Luhansk region, the broadcast is broadcast in the most important Russian language. I guess we can gradually publish Russian newspapers and books. A Ukrainian product is the basis of a practical cultural program. It wouldn’t be enough if there was educational activity. Do you remember, during the Christian hours, lecturers of the “Knowledge” partnership were on the state salary? This is not a rotten testimony.
So far, the central government is ignoring the pro-Ukrainian population of the Luhansk region at the moment of giving them new importance and implementing them again. If pro-Ukrainian activities were brought to Georgy Tutsi, then in his team there were daily local patriots, and moreover, pro-Ukrainian activities were brought together from robots (Denishchenko, Shvedov, others), we are on top of this, that I don’t understand the unreasonable small-town patriotism of Lugansk residents.
Unfortunately, Ukraine is losing its feudal power, where there are panicked financial clans. The country is divided into clan territories, and instead of having a single sovereign program for the development of all of Ukraine, Kiev is trying to make do with the Donetsk clan. The best way is to break up the System, in which the feudal lords of Akhmetov and Yefremov are not on the side of Kiev.
There's a lot of talk these days about decentralization and the need for more authority for communities. Perhaps this is the solution?
— In the minds of war, I support the rigid vertical of centralized control. And “decentralization” is an even better cover for agreements. Guess why the ATO started? Donbass tried to control the flows that came from the center. The creation of the military-civilian administration was right on the side of Kiev, because it was an attempt to neutralize the negative activity of local councils, where there is external representation of the PR. The SHEEP workers have denied the opportunity to use all their property for the efficient development of budgetary financing. Unfortunately, this idea undermined the values of people who do not follow the realities of the world. Zhebrivsky, who cares for Donechina, is also worried about this in the world.
