The Department of Construction and Road Management of the Kharkiv City Council allocated UAH 20,78 million for the repair of streets with a total area of 15443 square meters in 2014. The general contractor is the Shlyakhrembud municipal enterprise.
Parking+ LLC will receive UAH 62,22 million from Kharkiv for major street repairs between 2014 and 2017. The repairs include replacing curbs, road surfaces, and sidewalks.
Vladimir Chumakov was the co-founder and CEO of Parking+ until January 2010. In January 2010, he was appointed advisor to Kharkiv Mayor Gennady Kernes, overseeing housing and utilities issues. The company was subsequently re-registered to Galina Davydova.
In May 2010, Chumakov was appointed and currently heads the Construction Department of the Kharkiv City Council.
Since July 2011, the list of co-owners of the little-known company "Parking+" has included Vyacheslav Blinkin and the Virgin Islands offshore company "Waldhelm Trading Corp."
Vyacheslav Blinkin has long been a business partner of Olga Chumakova; they are the founders of the company Ukrbudmontazh LLC.
Interestingly, Ms. Chumakova's place of registration coincides with the place of registration, and possibly residence, of Vladimir Chumakov.
Galina Davidova was the founder and former head of the "Triumph Housing and Construction Cooperative." Mikhail Dobkin's mother, Alla Dobkina, later joined the cooperative's ranks as a co-founder.
The state register of the company “Parking+” lists the telephone number (057) 731-19-09, which was also used by the brainchild of Gennady Kernes, PJSC “NPK-holding”.
In addition, this telephone number appears as the telephone number of a number of other companies registered to people close to Kernes (OOO Polipharm, OOO IFT Consulting, etc.).
We would like to remind you that in June 2014, several agreements for major street repairs in Kharkiv totaling UAH 234,14 million were signed with the same municipal enterprises "Shlyakhrembud" and "Parking+."
