Why does the gas balance matter?

None of the communal enterprises have lost all their money, they are forced to work on a 3-4 day schedule, and they don’t have money to pay salaries to healthcare workers. “As a result, a pre-strike situation has developed at large enterprises,” said Arsentiy Blashchuk. Paradoxically, despite the sharp increase in utility tariffs and gas prices for households, the cost of heat and hot water generators (TKE) for gas in the early spring of 2015 hit Naftogaz of Ukraine, having dropped as much as 15 billion UAH (borg together with industrial associates - 20,7 billion UAH). Residents will not be required to pay insurance for their utility services, as utility companies are likely to increase their gas consumption. With the onset of the cold crisis of non-payments, they will suffer at times, and even the right blow to their guts will be felt by the residents of the beginning of leaf fall, when the first payments for the new burning season are withdrawn. Then, in the spring, energy prices will increase by 3-6 times. Forecasts from outside: the Borg flywheel will start working with new force.

Apparently, the TKE gas borgs are growing sharply in front of NJSC Naftogaz of Ukraine, even as the company is already not spending money on adding gas for pumping into the underground tunnels (they are half empty) for the duration of the winter dehumidifying season and ensuring reliable transit of Russian gas to European countries. Therefore, pumping is expected to be at a great rate: before the start of the burning season, it was planned to accumulate 19 billion cubic meters, and now Naftogaz is planning to pump at least 16 billion cubic meters by the 15th of today.

Domestic gas borgs are plaguing Ukraine, and new positions have been taken from European creditors - by the end of spring, EBRD directors are considering the possibility of seeing a loan for the purchase of gas in the amount of $300 million. Another $200 million "Naftogaz" The insurance company is being separated from the IFC. Once these funds are given, Ukraine will be able to pre-pay to buy more Russian gas. In the meantime, we only import gas from the EU, but there is not enough of it.

This is how Ukraine’s utility and gas problem looks, and if we get a little deeper, the problem of manipulating the gas balance immediately arises.

 

Does the order manipulate the gas balance?

Perhaps we need to import less expensive gas? It’s our fault that we were charged much less money for gas than we were charged before,” said Alona Babak.

Before the speech, over 8 months, Ukraine increased its gas consumption by 21,6% (5,3 billion cubic meters), equal to the same period in 2014 – to 19,3 billion cubic meters, reports the Ministry of Energy.

According to the Central Bank, gas imports decreased by 30,5% (by 4,4 billion cubic meters) over 6 months – to 10 billion cubic meters. Aside from the general increase in gas prices and tariffs for utility services, the residents never got around to it.

It’s also not surprising that Yulia Tymoshenko went to the General Prosecutor’s Office to set gas tariffs and other housing and utility services, which she respects with protection. “A special working group at the Verkhovna Rada has compiled a report about the fact that the establishment of tariffs for heat and other services is extremely unfair... It is completely clear that the district does not intend to maintain the balance of gas, and this could even become a basis for reinstatement of tariffs. It is clear that those who cannot see the prospects of cooperating with monopoly suppliers of heat, gas, water and electricity will be able to overcome, and even then, additional reserves will be identified for the streamlining of tariffs due to increase.

Economically unregulated tariffs are a source of corruption
Government subsidies to compensate utility companies for the difference in tariffs have long been a strong incentive for the development of corruption in the utility and gas sector, which stems from the establishment of economically non-reimbursable tariffs.

In 2014, subsidies in the amount of 13,8 billion hryvnias were transferred to the state treasury (with the rewards of the government for their achievements). There weren’t a lot of money left, so at the beginning of 2015 the state forfeited 5,5 billion UAH to utility companies.

However, looking at the fact that in the 2015 budget more than 2,9 billion UAH were seen in subsidies, it becomes obvious that all utilities will not be able to pay off the debts. Therefore, the surplus of UAH 2,6 billion, it seems, will flow into the 2016 budget - plus the national borgs will add up to this amount.

What is the secret of corruption schemes? According to this information, the author seems to have seen one of the huge waste of housing and communal services enterprises: “In order to write off the gas exchanges, we had to give 10% of the withdrawals to the Naftogaz of Ukraine company.” Since our borg paid 200 million UAH for gas, we had to pay 20 million in cash, and in addition, the gas workers wrote off our borgs. Where should I take this cash? We have had occasion to collect pennies from the population's payments. That’s why we have leaky pipes, completely depreciated boilers and other equipment.”

As a rule, such schemes “destroy” the beast, eliminating quite a few “drop-offs”. It’s probably too early to talk about the fact that corruption in housing and communal services has been completely eliminated, even if “observers” cannot “cut the trigger that lays golden eggs.”

At the well-known round table, utility workers again stated that the current tariffs for housing and communal services services are less than 90% consistent with their production, but they also amusingly stated that there are no plans to increase tariffs yet. Therefore, government subsidies in the budget for 2016 may be transferred.

However, the information about economically unreimbursed tariffs is simply shocking, and even the Ukrainians have not been able to cope with the blow to the Hamarians due to sharp increases in tariffs for utility services throughout the rest of the year, as immediately It turned out that the current tariffs again do not cover the competitiveness of their production.

It is completely obvious that this is a unique problem, and not all utility companies have their investment development programs approved by the government regulator, so it would be possible to completely change expenses in thermal measures - and the stink in several times more than the established norm. No one is in a hurry to liquidate this “black shit.”

According to the data of NKREKP, 127 of 181 municipal licensee enterprises do not have such programs. But this does not agree with the established objectively regulated tariffs, which directly affect the economy of enterprises.

Therefore, the differences in tariffs will continue to accumulate for a long time. Currently, utility companies are increasing their bids for gas from the Naftogaz of Ukraine company. Ostannya knew a way to make money from these borgs.

Financial sanctions on government subsidies

However, neither the Ministry of Energy, nor NJSC Naftogaz of Ukraine do not plan to exclude the provision for penalties from standard contracts with utility companies. The deputies plan to liquidate such an unreasonable lawmaker - the final bill No. 2706 has already been registered with parliament - they plan to defend the imposition of fines until the state repays its debts to municipal authorities enterprises.

The conflicts between gas workers in the Naftogaz of Ukraine group and utility companies are regulated by a standard agreement approved by the Cabinet of Ministers. Unless corruption schemes are eliminated, which allow billions of hryvnias to be stolen quickly from the gas industry and utility companies, we can talk about the establishment of “savvy” tariffs for residents.
