The high-profile traffic accident on Okruzhnaya Street, caused while intoxicated by Matvey Yevseenko, a 27-year-old deputy of the Makarovsky District Council in Kyiv Oblast (from the Batkivshchyna party), is accumulating new facts. Firstly, the results of the official hospital examination have become known: the offender's blood alcohol level was found to be 1,85 ppm (highly intoxicated). Secondly, he fled the hospital, which is equivalent to leaving the scene of an accident without permission.
Moreover, his people, when they showed up at the hospital, assumed that Oleksandr Novikov, the son of the victims (Larisa Novikova and Oleksiy Novikov), would be perfectly content with a 20,000 hryvnia handout and wouldn't initiate legal proceedings. As Oleksandr himself reported: "...immediately after the accident, people came to me claiming to be Yevseenko's acquaintances. They offered 20,000 hryvnia. In exchange, they demanded a receipt. I refused. What's 20,000 hryvnia? My parents' treatment costs me the same amount every day!"
The victims are currently in intensive care and have not regained consciousness. Doctors assess their condition as serious and are unprepared to provide any prognosis for the future. The Prosecutor's Office has opened a criminal case under Part 2 of Article 286 of the Criminal Code of Ukraine (violation of traffic safety rules, resulting in serious consequences), and Yevseenko has been charged. A notice of this was posted on the official website of the Prosecutor's Office of Ukraine. According to information from law enforcement officials, the offender is wanted.
