The public initiative Supervisory Board of the Ministry of Internal Affairs in the Lviv Oblast stated that MP Parasiuk, through Minister Avakov, is appointing his own people to leadership positions in the Lviv Oblast Ministry of Internal Affairs. Specifically, it is known that Arsen Avakov appointed Oleksandr Gostichev as the head of the Zhovkva District Police Department in the Lviv Oblast. Gostichev, originally from Dnipropetrovsk, has no relevant education, and Volodymyr Parasiuk petitioned for his employment at the Lviv Oblast Ministry of Internal Affairs. The appointment of an incompetent leader "is a violation of the principle of transparency and legality of personnel policy," stated the public initiative Supervisory Board of the Ministry of Internal Affairs.
It is known that Alexander Gostishev served for eight months in the Dnepr-1 Battalion, from which he was discharged. He holds a higher technical education. According to the Ministry of Internal Affairs' qualification requirements, the head of a district police department must have "a higher education in accordance with the professional specialization, at the educational and qualification level of a master's degree or specialist. At least three years of experience in lower-level management positions." Aside from his service in the volunteer battalion, Gostishev has no prior experience in law enforcement.
Mr. Parasiuk, in turn, noted that he "must deliver results in the district, and since the police in the region are ineffective, its leader needs to be replaced." Thus, Avakov approved Gostishev's candidacy. Parasiuk also demands that the minister dismiss the head of the Yavoriv District Police Department in the Lviv region.
According to public activists, Avakov's initiative is perceived as "in keeping with the best traditions of the Yanukovych regime." The Ministry of Internal Affairs department reacted rather negatively to the appointment of a person who does not meet the qualifications.
As a reminder, Maidan hero Volodymyr Parasyuk won a seat in the 8th Verkhovna Rada of Ukraine from single-member constituency No. 122, which encompasses the Yavoriv and Zhovkva districts of the Lviv region. This constituency is Parasyuk's "home" district, as he hails from the city of Novoyavorivsk.
