Viktoria Kustova, a member of parliament from the UDAR party, holds the largest share of the tender market for meals for children in Kyiv's kindergartens and schools. Yet, she has repeatedly stated that she lives on a pension of only 3000 hryvnias.
Nika-1, the private enterprise she founded, was no accidental participant in tenders to supply baby food to kindergartens and schools. From January to September 2014, it won 71 tenders and received UAH 56,3 million from the Kyiv city budget.
Nika-1 received the most in the Oblonsky district—18,7 million hryvnias. This represents a third of the company's revenue from baby food. In a third of the tenders (22 out of 71) won by Kustovaya's company, low bids were rejected. The highest number of such cases occurred in Obolon. For example, when purchasing meat, the Obolon Education Department rejected a low bid simply because one of the documents was submitted in Russian, not Ukrainian. When purchasing fermented milk products, the same Obolon Education Department incurred a half-million hryvnia loss.
In 90% of cases, Nika-1 LLC bids for tenders jointly with Torgprodservis LLC. After low-cost bids are rejected, Nika-1 and Torgprodservis remain the only competitors. In a number of procurements where low-cost bids were rejected and Kustovaya's firm won, the reasons for the rejections were concealed. The rejection records have not been made public for four months.
Ms. Kustova is a majoritarian deputy from the Obolon district, and from 2002 to 2010 she was a deputy of the Obolon district council.
