As reported by Nashi Groshi, citing the Public Procurement Bulletin, Antonov Kindergarten No. 53 in the Kherson region signed a coal supply contract with Obltopvuhillya LLC on January 21. The deal is valued at 180 UAH. Specifically, 62 tons of AO-grade coal were ordered at a price of 2900 UAH per ton.
The coal will be supplied by Obltopvugillya, a company founded on December 5, 2014, two weeks before the tender began. The only competitor in the bidding was Dmitry Filatov's Demetra-2009 LLC.
Obltopvugillya is registered to Eduard Gavrishchuk and Natalia Nesterenko. From 2011 to 2012, Eduard Gavrishchuk was the director of City Plus LLC, whose primary activity is construction.
The founders of this company are Oleksiy and Anzhela Zhuravko, as well as Gurami Apostolidi. Oleksiy Zhuravko served as a member of parliament in the 5th and 6th convocations from the Party of Regions. In 2012, he ran for the Party of Regions in the single-mandate constituency in the Kherson Oblast but lost.
Zhuravko heads the All-Ukrainian Public Organization "Confederation of Public Organizations of Disabled People of Ukraine".
In April 2013, Mykola Azarov appointed Zhuravko as the government's commissioner for the rights of persons with disabilities. In March 2014, Arseniy Yatsenyuk eliminated this position.
