Gosavtotransniiproekt Director Redzyuk launders $5 million a year

Anatoliy Redzyuk, director of the State Enterprise Gosavtotransniiproekt, created an illegal scheme for shadow enrichment within the enterprise entrusted to him. He operates this "business" through the monopoly sale of tachograph cards at inflated prices, according to Valeriy Chernenko, former head of Ukrtransinspektsiya.

 

Chernenko noted that the State Enterprise Gosavtotransniiproekt, without holding a special tender, obtained a monopoly and is engaged in issuing personal driver cards for tachograph use. The state-owned enterprise has implemented a scheme that allows it to conceal profits from the sale of tachograph cards and not pay a penny into the national budget. This shadow turnover amounts to approximately $5 million per year.

 

To understand the scale of the officials' profits, Chernenko gave an example: every truck or bus driver must have tachograph cards. Currently, approximately 100,000 such vehicles are registered in Ukraine. The company headed by Redzyuk sells tachograph cards for the equivalent of $100 each. The card is valid for five years. Thus, around $10 million has flowed into Anatoliy Redzyuk's pocket, bypassing the state budget.

 

Chernenko also noted that in European countries, processing of this card takes no more than five days. In Ukraine, the process of processing and issuing a driver's card takes on average about a month.
