
Employees of the Pleso municipal enterprise are tired of the numerous violations of their duties by the company's director, Pavel Pokhodiya. The director is accused of converting the municipal enterprise's administrative buildings into housing, accumulating debt, and conducting ineffective tenders.
KV learned of this from a letter from Viktor Chumak, a People's Deputy of Ukraine from the UDAR faction, to Vitaliy Klitschko, head of the Kyiv City State Administration.
Representatives of the Pleso municipal enterprise's labor collective contacted the deputy, reporting alleged numerous violations by the enterprise's management.
"The management of the Pleso municipal utility company is sabotaging decisions aimed at streamlining the metering of electricity and heat consumption by Pleso's subconsumers, which is leading to the company's ongoing debt for electricity," the letter states.
Furthermore, over the past few years, the effectiveness of tender procedures at the Pleso municipal enterprise has significantly deteriorated. For example, technical council meetings were cancelled. This and a number of other shortcomings have led to tender procedures becoming secretive and non-transparent.
According to Chumak, Pokhodiya is also accused of misusing the administrative buildings of the Communist Party.
Specifically, the former executive director of the Pleso municipal enterprise, Vasily Tur, lives in the beach administration building on Venetian Island (Hydropark), along with his family. The beach director and others unrelated to the enterprise live in the administrative building of the Central Beach on Trukhanov Island. Sewing and other equipment are installed in the Rembaza premises on Trukhanov Island, and commercial activities unrelated to the enterprise are conducted.
In this regard, Ukrainian MP Viktor Chumak (UDAR) is asking the Kyiv City State Administration to conduct an investigation into the management of the Pleso municipal enterprise, specifically its director, Pavlo Pokhodiya, for alleged abuse of office. If violations are identified, disciplinary action will be considered. Chumak also insists that the investigation materials be submitted to the prosecutor's office.
As a reminder, Pavlo Pokhodiy has been the director of the Pleso municipal enterprise for four years. In 2010, he was appointed to his position by then-First Deputy Head of the Kyiv City State Administration and "simply a good acquaintance," Oleksandr Popov.
