Several heads of enterprises within the State Committee for Material Reserves (Goskomrezerv) have accused its chairman, Viktor Boyko, of unlawful actions in making decisions on personnel and material matters. "There are issues we simply cannot remain silent about. These include economic issues and the outright banditry that currently exists within the state reserve," said Yuriy Ternikov, director of the state-owned Kombinat Progress (Kyiv), at a press conference. The heads of the Salut Kombinat (Dnipropetrovsk) and Kolos Kombinat (Kharkiv) also participated in the press conference.
According to him, there were attempts to forcibly seize and replace management at several state reserve enterprises, including the Progres plant, initiated, according to Ternikov, by Boyko, head of the State Reserve Committee. He also claimed that Boyko, abusing his official position, was selling state reserve products at reduced prices. Specifically, according to Ternikov, 13 tons of diesel fuel were sold from the state reserve to Metal Service at a price of 2,160 hryvnias per ton, compared to a market price of 4 hryvnias per ton. Meanwhile, according to him, the State Reserve Committee purchases this product at 3,7 hryvnias per ton. "One transaction generates 20 million hryvnias from the budget over two days. Isn't this of interest to law enforcement?" Moreover, he sells not to an agricultural producer, but to a commercial structure that is connected specifically to him (Boyko – Podrobnosti), specifically to his wife,” Ternikov said.
He also accused the head of the State Reserve Committee of holding back sugar sales during a period of shortage. Ternikov also reported that approximately 1,5 months ago, the central committee of the State Reserve Committee's trade unions expressed no confidence in Boyko. "99% of people (working at State Reserve Committee enterprises – Podrobnosti) want to say that after a month of this policy (Boyko – Podrobnosti), the State Reserve Committee will collapse... It is expected that he will soon resign from his position as head of the State Reserve Committee and, apparently, return to the Verkhovna Rada, and the crimes he committed will be irrevocable for the State Reserve Committee," he said. Boyko currently combines his duties as head of the State Reserve Committee with his parliamentary mandate.

"Viktor Boyko previously served for six months as Deputy Minister of Agriculture (Boyko's biography on the Ministry of Ecology's website states that he served as Deputy Minister of Agriculture for 12 months), and was only on the job for two months," his fellow party members accuse him. "Where Lytvyn got him from, I don't know," said the member of parliament. According to the source, Lytvyn is currently negotiating with the Party of Regions to remove Viktor Boyko from his post as minister.
