
Dmitry Bulatov
Biography
Born in Kyiv in August 1978, he graduated from the National Technical University "KPI." He was involved in business, owning a restaurant and a car dealership, and also worked as a consultant in marketing, advertising, and sales. He also enjoyed wakeboarding and competed in it. In early 2013, he founded the NGO "Socially Responsible Society." He was one of the organizers of the campaign to dismantle alcohol outlets in Kyiv's Druzhby Narodov Park, campaigned for a ban on alcohol festivals at sports grounds, and addressed the issue of open manholes.

Unlike many others, Dmytro Bulatov can truly be considered a Cabinet of Ministers revamp. He became known to the general public only recently. On November 30, after learning of the violent dispersal of the Euromaidan protests, Bulatov and a friend organized a motorcade through Kyiv. This marked the beginning of the Automaidan movement. Dmytro participated in most of the protests – trips to Mezhyhirya, visits to high-ranking officials, the Berkut company commander, and blocking Berkut patrols in Kyiv's Svyatoshinsky district. On January 23, 2014, he disappeared. A week later, he reappeared and reported being tortured by unknown assailants: beaten, crucified, and having a piece of his ear cut off. The shocking photos instantly went viral. Bulatov has already declared that he will justify the trust of Ukrainians in his new position and has promised to publish the ministry's program soon.

Ukrainian Minister of Youth and Sports Dmytro Bulatov promised European Champion Olga Saladukha a solution to her housing problem.
Olga Saladukha addressed the minister:
"The Olympic medal brought me an apartment. It's now in a hot spot, in Donetsk. I can't get there; all the roads are blocked. I'm homeless now. And the funding has dried up. How can I prepare for the next competitions? How can I motivate myself? I have a child, a family..."
Dmitry Bulatov promised that Saladukhi's problems would be resolved:
"First, the Olympic NSC is open for track and field. You can train there without any worries. Second, regarding your family. We will resolve your housing issue. But we will address this issue comprehensively, ensuring conditions for your child as well. And if anything happens to your apartment in Donetsk, we will provide you with housing anywhere else in Ukraine.
I can't tell you that you will live in the city center, but I can guarantee you that your living conditions will be decent."

The athletes have complained and will continue to complain. They receive their money, in instalments, but they do receive it. The budget shortfall for the past six months is approximately 50 billion hryvnias. The ministry's budget is 900 million hryvnias. I am making superhuman efforts to ensure that we receive the maximum funding possible today.

I'm appealing to football fans, journalists, and everyone who cares about football to help us understand this issue and decide whether we need this attitude from the Football Federation of Ukraine. I don't understand why the Football Federation hasn't taken sufficient steps to host some Euro 2020 matches in our country. No one even consulted me. I only learned about this from UEFA's statement.

The Ministry of Youth and Sport, on behalf of the sports community, expresses concern that such language equates the concepts of "sport" with "criminalized elements" in the public's eyes. The Ministry asks media representatives to refrain from using the term "athletes" to refer to criminal elements, as such language draws unnecessary analogies and demeans genuine athletes, thanks to whom the Ukrainian anthem is heard and the national flag is raised around the world.
