Biography
Chernovolenko Alexander Vilenovich was born on March 28, 1955.
After graduating from the Kyiv Physics and Mathematics School No. 145, he entered the Faculty of Cybernetics at the Kyiv State University, from which he graduated in 1977, receiving a specialty in economic cybernetics and the qualification of mathematician-economist.
From 1977 to 2000, he worked at the V. M. Glushkov Institute of Cybernetics of the National Academy of Sciences of Ukraine, where he defended his dissertation in 1985 for the degree of Candidate of Economic Sciences. He is the author of over 50 scientific publications and an Honored Economist of Ukraine.
Family
Father Vilen Filippovich (born 1929) is a sociologist, candidate of philosophical sciences, head of a sector at the Institute of Sociology of the National Academy of Sciences of Ukraine.
Mother Klara Petrovna (born 1931) is a philosopher, candidate of philosophical sciences, associate professor at the Kyiv State Institute of Physical Education and Sports.
Spouse: Lyudmila Aleksandrivna Zakrevskaya (born November 24, 1954), mathematician and economist, PhD in economics, senior researcher at the Institute of Cybernetics of the National Academy of Sciences of Ukraine, deputy of the Kyiv City Council. Member of the UDAR (Ukrainian Democratic Alliance for Reform) parliamentary faction of Vitali Klitschko.
Son: Andrey Aleksandrovich Chernovolenko (born 1987). Graduated from the Kyiv Institute of International Relations.
Career

From 03.1986 to 05.1987 - Head of the technical bureau of the workshop, Avtolivmash plant.

In 1989, he joined the People's Movement of Ukraine (Narodny Rukh Ukrainy). He was elected as a deputy of the Kyiv district council (1990) and twice (1994, 1998) as a deputy of the Kyiv city council, and leader of the Stolitsa deputy group (the majority in the Kyiv city council). Since 1998, he has been a deputy of the Verkhovna Rada of Ukraine (Narodny Rukh Ukrainy faction). In 2002 and 2006, he was an active participant in the creation of the Our Ukraine bloc (with the participation of the People's Movement of Ukraine), and in 2007, of the Our Ukraine - People's Self-Defense electoral bloc.
From 1990 to 1994 - Deputy, co-chairman of the planning and budget commission, co-chairman of the Democratic Bloc, chairman of the People's Movement of Ukraine faction in the Moscow District Council of Kyiv.
From 03.1990 to 05.1992 - Chairman of the Executive Committee, Yamnitsky Village Council of People's Deputies.
From 05.1992 to 06.1994 - Chairman of the Tysmenitsky District Council.
From 06.1994 to 07.1995 - Chairman of the district council and executive committee, Tysmenitsky district council.
From 1994 to 2002 - deputy of the Ivano-Frankivsk regional council.
From July 07.1995 to April 04.2002 – Chairman of the Tysmenitsky District State Administration.
In 1996-1998 he worked as the head of the currency and expert department of the Kyiv City State Administration.
From October 13, 1998 to May 14, 2002, he was a People's Deputy of Ukraine of the 3rd convocation. He was elected in a multi-mandate nationwide constituency from the People's Movement of Ukraine.
From May 14, 2002 to May 25, 2006, he was a People's Deputy of Ukraine of the 4th convocation. He was elected in a multi-mandate nationwide constituency from the Viktor Yushchenko "Our Ukraine" electoral bloc of political parties, number 35 on the list.
Since 04.2006 – Deputy of the Ivano-Frankivsk Regional Council.
From May 25, 2006 to June 12, 2007, he was a People's Deputy of Ukraine of the 5th convocation. He was elected in a multi-mandate nationwide constituency from the Our Ukraine Bloc: the People's Union Our Ukraine political party, the People's Movement of Ukraine, the Party of Industrialists and Entrepreneurs of Ukraine, the Congress of Ukrainian Nationalists, the Ukrainian Republican Party Sobor, and the Christian Democratic Union Party. He was number 51 on the list.
Since November 23, 2007 — People's Deputy of Ukraine of the VI convocation. Elected in a multi-mandate nationwide constituency from the Our Ukraine — People's Self-Defense Bloc: People's Union "Our Ukraine", Political Party "Forward, Ukraine!", People's Movement of Ukraine, Ukrainian People's Party, Ukrainian Republican Party "Sobor", Christian Democratic Union Party, European Party of Ukraine, Civic Party "PORA", No. 70 on the list. At the time of election — Chairman of the Kyiv city organization of the People's Movement of Ukraine.
In 2007, he supported the appointment of Yulia Tymoshenko as Prime Minister and the election of Arseniy Yatsenyuk as Speaker of the Verkhovna Rada. In 2008, he was one of the most active campaigners for Yulia Tymoshenko's retention as Prime Minister.
In 2008, as the chairman of the Kyiv city organization of the People's Movement of Ukraine, he chaired a conference to establish the Vitali Klitschko Bloc for the elections of the mayor and Kyiv City Council. He proposed nominating Vitali Klitschko for the position of Kyiv mayor.
From 2009 to 2010, he served as deputy head of the Kyiv city headquarters for Yulia Tymoshenko's presidential election campaign. In 2012, in support of the illegally imprisoned Yulia Tymoshenko, he joined the All-Ukrainian Union "Batkivshchyna" political party. He is also deputy head of the Batkivshchyna election headquarters in Kyiv.
Since November 2012, people's deputy of the Verkhovna Rada of Ukraine of the VII convocation, elected in electoral district No. 220.

From 2007 to 2012, he authored 21 bills. These included bill #10116, which would have reinstated Kyiv's personal income tax rate by 100% (which would increase Kyiv's budget revenues by over 8 billion hryvnias annually, or 4 hryvnias per adult Kyiv resident annually), as well as bills #7083-1, 7088, 10582, 10583, and 10584, aimed at returning self-government to Kyiv's citizens (which would allow Kyiv residents to manage over 24 billion hryvnias of Kyiv's budget).
From 2007 to 2012, he submitted nearly 600 parliamentary appeals and 253 parliamentary inquiries, a significant portion of which were related to Kyiv's development financing issues—metro construction, urban infrastructure, and social services. He authored 1106 amendments to draft laws, including nearly 50 amendments to the Law of Ukraine "On Pension Reform," aimed at protecting the interests of pensioners and preventing an increase in the retirement age; 80 amendments to the Law "On State Guarantees Regarding the Execution of Court Decisions," aimed at preserving citizens' rights to benefits; more than 90 amendments to the Tax Code; and 142 amendments to the Budget Code of Ukraine.

Alexander Vilenovich is also a co-founder and co-owner of Avto-Chok LLC (ownership and management of the entertainment infrastructure of the capital's Hydro-Park) with his wife, Lyudmila Aleksandrovna Zakrevskaya. Avto-Chok LLC Director Alexander Mykhailovich Krovkin is a pro bono assistant and consultant to Ukrainian MP Alexander Vilenovich Chornovolenko.
