Biography

Born in the Zaporizhia region. In 1986, he graduated from the Kyiv Higher Naval Political School, and in 2000, from the Kharkiv National Academy of Municipal Economy with a degree in economics. Career: According to the scant information in domestic media, after graduating from military academy, he served on a submarine in the North.

Political ambitions

He joined the Ukrainian customs authorities in January 1999. As A. Makarenko said in an interview with Zerkalo Nedeli, he started from scratch: after attaining the rank of army lieutenant colonel, he received "lieutenant customs stars" and began climbing the ranks as an inspector. He served as deputy and then acting head of the Kyiv regional customs office. In October 2005, he took over the same customs office as head, without the "acting" prefix. On January 28, 2009, he was appointed Head of the State Customs Service of Ukraine, replacing Valeriy Khoroshkovsky. On March 24, 2010, he ceded his position to Igor Kaletnik.

Khoroshkovsky Customs has effectively given the go-ahead for the expropriation of gas belonging to Dmytro Firtash (No. 49 in the ranking). The Security Service of Ukraine has detained Anatoliy Makarenko, former head of the State Customs Service, according to sources at Ukrayinska Pravda. Makarenko was detained as a suspect in a criminal investigation into damages to the Ukrainian state following a lawsuit filed by RosUkrEnergo in the Stockholm Arbitration Court.
On Friday, Kyiv's Pechersky District Court is scheduled to consider the measure of restraint for A. Makarenko. In 2009, Makarenko headed the State Customs Service, which cleared RosUkrEnergo gas seized by Ukraine under a transfer agreement with Gazprom. Previously, Igor Didenko, former first deputy head of Naftogaz Ukrainy, was placed on bail during the investigation of this case. As a reminder, the Security Service of Ukraine opened a criminal case for damage to the Ukrainian state following the ruling of the Stockholm Arbitration Tribunal on a claim filed by RosUkrEnergo.

On June 8, the Stockholm Arbitration Tribunal issued a ruling in a long-running dispute between RosUkrEnergo AG (Switzerland) and Naftogaz Ukrainy (Naftogaz of Ukraine) regarding Naftogaz's expropriation of 11 billion cubic meters of gas belonging to RosUkrEnergo in January 2009. The court ordered Naftogaz to return this volume of gas to RosUkrEnergo. The tribunal also ruled that RosUkrEnergo will receive an additional 1,1 billion cubic meters of gas from Naftogaz as a penalty for breach of contract. Ukrainian President Viktor Yanukovych stated that Ukraine is bound by all international agreements and therefore must comply with the decisions of European courts.

Compromising evidence against his political strength

In 2009, Anatoliy Makarenko made a significant career advancement, moving from head of the Kyiv regional customs office to head of the service. According to Focus sources, Mr. Makarenko's main task was to clear 11 billion cubic meters of gas belonging to RosUkrEnergo. Regardless, after Valeriy Khoroshkovsky's departure, customs effectively gave the go-ahead for the expropriation of gas from Dmytro Firtash (ranked No. 49).
