Martynchuk Sergey Alexandrovich was born on July 13, 1984.
Graduated from the National Academy of Management of Ukraine (NAGU) under the President of Ukraine, Faculty of Senior Management Personnel.
Author of the master's thesis "Decentralization of the Management of Municipal Housing Stock" (defended at the National Academy of Public Administration).
Career
Despite his young age, Sergei Aleksandrovich Martynchuk is an experienced and educated official who has worked as a manager at various levels in government structures.
He began his administrative career in 2008, joining the Kyiv City State Administration, where he worked in the Housing and Utilities Directorate, then headed by Leonid Chernovetskyi ( read more about him in the article "Leonid Chernovetskyi: How 'Lenya Kosmos' Robbed Kyiv and Moved to Georgia "). "I got into the mayor's office through a competition; I was a senior specialist, so I wasn't part of the 'young team,'" says Martynchuk.
A little later, Mr. Martynchuk moved to the Solomyansky District State Administration, where he headed the Housing and Utilities Department from 2011 to 2013.
From there, after a brief stint at the Zhytomyr Regional State Administration, he became Director of the Housing Policy Department of the Ministry of Regional Development. The young official was appointed to this position by Gennady Temnik, a minister in Azarov's cabinet and considered a protégé of then-Deputy Prime Minister Oleksandr Vilkul.
On August 19, 2014, the President entrusted the Central District of the capital to Sergei Martynchuk, appointing him head of the Pechersk District State Administration.
Sergei Martynchuk stated that one of his first tasks is to conduct an audit of the district's municipal assets.

The total income for 2013, according to the declaration, was 86,392 UAH (approximately 7 thousand UAH per month).
Schemes
Despite his young age as a manager, Sergei Aleksandrovich Martynchuk is distinguished by his staunch libertarian views on life. A recent interview he gave to a national television channel while still director of a ministry department is indicative of this. Specifically, the official stated that residents themselves bear full responsibility for the condition of their buildings, and the state has nothing to do with it. Therefore, Pechersk residents shouldn't place much hope in the new district head.
In addition, Mr. Martynchuk is a figure respected by television media—the official's social media page is replete with links to TV reports in which the current chief of the Pechersk region participated.
