Biography
Born on July 7, 1971 in Kherson. In 1988 he graduated from Kherson Secondary School No. 20. Higher education: in 1999 he graduated from the Kherson Industrial Institute, specializing in Enterprise Economics and received the qualification of a specialist in enterprise economics. He began his career in 1995. From 1995 to 1998, Andriy Putilov was the director of the Yugenergokomplekt State Unitary Enterprise; From 1999 to 2003 - Director of Yuzhenergokomplekt LLC; From 2003 to 2005 - Director of Yuzhspetssplav LLC; From December 1999 to the present - Putilov Andrey - Chairman of the Board of the non-ferrous metallurgy and mechanical engineering enterprise Mechanical Plant LLC in Kherson. Since 2006 - Deputy of the City Council of the 5th convocation.
Member of the People's Union "Our Ukraine" faction, secretary of the standing committee on socio-economic development, entrepreneurship development, planning, accounting, budget, finance and prices. In November 2007, he created and headed the Kherson regional public organization "Public Movement "Revival of Kherson". Since 2010 - deputy of the city council of the sixth convocation, member of the deputy faction "Third Force", member of the standing committee on planning, finance, budget and socio-economic development.

Psychological picture
Back in the 90s, while still in college, I and my friends used to sell used cars from Europe. At the time, it was a good way to make money. When I managed to save up some money, in my third year at college, I started my own business. It was a cable and wire manufacturer, the main raw material for which was aluminum rod. It wasn't produced in Ukraine. At the time, barter was profitable. We'd give you the raw material, and we'd get the aluminum rod. But it wouldn't be right to export raw materials. So we came up with the idea of creating a metallurgical plant.
To thoroughly study the entire technological process, I visited about twenty European factories and even had the chance to work with an open-hearth furnace. Mechanical Plant LLC was founded in February 2000 and has been operating steadily all these years. Thanks to the quality of our products and our serious approach to business, we now collaborate with leading global companies, including giants like Toyota and Mitsubishi. Yes, the global crisis hasn't spared us, especially since most of our products are exported and related to the automotive industry. Unfortunately, we had to partially reduce production, but I think these problems are temporary, and so far we've been able to successfully overcome them. I believe our plant can be considered socially successful. We pay wages on time. Employees receive a social package, including summer vacations for children at the Pribrezhny children's health camp and lunches provided by the company.
Now a little about my civic activities. After becoming a deputy of the Kherson City Council of the 5th convocation, I saw how members of parliamentary factions actually treat their city and its residents, how Kherson is being plundered and practically destroyed. This is what compelled those who cared about the fate of their city to take a decisive step toward unification. In November 2007, Andriy Putilov, I, and like-minded people, founded the civic movement "Revival of Kherson." We set lofty goals, and therefore there are always people who support us and our ideas, who stand in solidarity with us. For me personally, "Revival of Kherson" is, first and foremost, a civic stance. It is a choice to always stand for the truth, for the interests of the city and its residents. We try to the best of our ability to crack down on embezzlers and defend the interests of the Kherson community, even against the will of the current city government. Compromising evidence against his political strength
Activists from the "Chesno" (Honestly) public movement in Kherson conducted a raid to verify information regarding the bribing of voters with food parcels by Kherson City Council member and deputy chairman of the Kherson regional organization of the "UDAR" party, Andriy Putilov. The "Chesno" activists visited one of the food parcel distribution centers, where they documented the presence of both prepackaged products (as listed on individual coupons from Putilov) and unpackaged products (in significant quantities). The food parcel distribution process is as follows: a district resident (also a future voter) receives a letter registering their personal information and, in return, receives a coupon for another service.
Therefore, the conclusion is that this is a hidden bribe—a bribe aimed at obtaining the personal data of future voters. Furthermore, workers at the distribution point unofficially stated that these services are planned to be provided until the end of October 2012, i.e., until the Verkhovna Rada elections. "Those who sell and those who buy have no future," Klitschko noted.
