Biography
He worked as the head of the Cherkasy regional office of Sberbank of Ukraine.
Until 2010, he headed the state tax administration of the Cherkasy region.
2006-2010 - Deputy of the Cherkasy Regional Council of the 5th convocation from "Our Ukraine".
On March 15, 2014, A.V. Turchynov appointed him Chairman of the Cherkasy Regional State Administration.
Private bussiness
Tkachenko declined his first offer to head the region in favor of Batkivshchyna's Anatoliy Bondarenko. He accepted the second offer, but the local Batkivshchyna party opposed the appointment. Tkachenko supported UDAR, whose quota he had met.
"Batkivshchyna" views my appointment this way because they wanted Anatoliy Bondarenko for the position. When we visited Cabinet Minister Ostap Semerak, I said I supported Bondarenko's candidacy. They say there was a discussion and they appointed me. But I wasn't simply appointed; I was obligated. I don't see myself as a great politician, but in these difficult times, I am ready to organize the region's work."

Among Tkachenko's well-known businesses in Cherkasy and the region are the Farmers' Market, where he served as director before his appointment to the Regional State Administration, the Botticelli restaurant, and the Lady Star beauty salon.
During Cherevko's five-year governorship (2005-2010), Yuriy Tkachenko was considered Alexander Vladimirovich's "wallet man," regularly handling any financial matters for the former governor.
Tkachenko lived in peace and friendship with the defendant, Tulub, who frequently visited the "new-style market" headed by Yuri Tkachenko. Judging by the fact that after the opening of Fermersky, problems at its direct competitor, the market on Pasterovskaya Street, became regular, Yuri Olegovich is a great believer in fair competition.
