On October 8, the municipal enterprise "Vinogradiv Local Development Agency" awarded Pankom LLC the contract to complete the construction of a hospice in the city of Vynohradiv in the Zakarpattia region. The contract value exceeded 11 million hryvnias, according to the "Vestnik Goszakupok" (State Procurement Bulletin).
The purchase of the necessary materials was financed by an EU grant within the framework of the project “Institutional cooperation between the Vinogradov district and the Sanotsky district for the development of a palliative care system.”
Interestingly, in 2013, the same Pankom company received a contract to renovate a former military unit headquarters building for conversion into a hospice. According to the tender terms, the company was required to perform all external and internal work, from plumbing and utility systems to landscaping the surrounding area. The contract value at the time was over 7,5 million hryvnias.
Pankom is owned by Vasyl Nuzhdak, Anatoly Parfenyuk, Nikolai Shevchuk, and Tatyana Getsyanin. The first of these owners previously served as deputy head of the Uzhgorod Civil Engineering Station, but resigned following an audit by the Control and Management Board in 2009. This audit revealed inflated prices in construction estimates and failure to fulfill obligations specified in the certificates of completion.
The Pankom company is located, according to documents, at the following address: Zakarpattia Oblast, Uzhgorod District, Minai Village, Svobody Street, 4. The following companies are also registered at the same address: Zakhidtransservis LLC, TEK Zakhidtransservis LLC, Reusmarkt LLC, and Termotrans LLC, with which Parfenyuk's name is associated.
