Industrialbank's "Shakhrai" schemes have been exposed. Who's the next victim?
Remember Ilf and Petrov's line: " The great schemer Ostap Bender knew four hundred relatively honest ways to extort money" ? Or: "Panikovsky will sell you, buy you, and sell you again, but for a higher price!" ? A classic of the genre and a guide to action! In our story, the grateful descendants—the puppeteers of Industrialbank—chose the most tried-and-true method of stealing banknotes: shell games. But all secrets eventually come to light.
This article concerns the purchase and sale of one of the most historically valuable buildings in the city center – the first Zaporizhzhia cinema named after Lenin, formerly known as the "People's House," built in 1900. This story generated considerable media attention, with high-profile accusations of financial fraud involving not only the foreign investor but also Ukrainian businessmen and bankers. Now that the legal proceedings have concluded and the Supreme Court has issued its final verdict, it's time to set the record straight and call a spade a spade.
At first glance, the sale and purchase of the building in question appears clear and straightforward. The actual owner of the property, Industrialbank, through its subsidiary, Real Property 2011 LLC, decided to sell the building to Roman Trufanov, who had approached him with a request. At the time of the transaction, according to documents and assurances from the owners of the property, there were no restrictions on the sale of the building, and it was not under foreclosure. Based on this fact, a corresponding purchase and sale agreement was drawn up, after which the bona fide buyer honestly paid the stated transaction price in full, effectively paying off the mortgage to Industrialbank. Roman Trufanov's plan was to restore the building, restore its unique historical character by attracting investors, and thereby enhance the architectural landscape of his hometown. However, this was not to be, as events took an unexpected turn.
Let's briefly recap the chronology of events that preceded this. It all began back in 2011, when Austrian citizen Heimo Turin decided to purchase real estate in Zaporizhzhia, and his choice fell on a former movie theater building. Zaporizhzhia "friends" offered Mr. Turin the opportunity to become a co-founder of Real Property 2011 LLC, as the movie theater was included in its authorized capital by another participant in this scheme, Project Master LLC. At the time, the building was mortgaged (collateralized) by Industrialbank, and the bank transferred it to Project Master. The purpose will become clear later. Heimo Turin agreed to this proposal, and that's when the group's shell game of buying and reselling ownership shares within the owner company began. And it seems that it was then that the scammers hatched the dastardly scheme of double-selling the building.
Here's what this building preparation scheme for resale looks like:
The role and place of the Austrian investor is one of the main mysteries in this convoluted story. Who wouldn't want to pay off their collateral debts at someone else's expense? First, the investor's "partners," through legal maneuvers, swindled him out of over one million euros. Then, they "forgot" to invite him to the fateful founders' meeting, where, behind the scenes, without his knowledge, the property was resold a second time. Upon learning of this, the defrauded Heimo Turin contacted his lawyer, Yaroslav Grishin, and the cinema building was seized. But by 2015, the seizure had mysteriously "disappeared," and after the building was repurchased and paid for, the forgotten Austrian investor returned to the game. The sale and purchase, like the seizure, vanished again. Thus, Roman Trufanov lost both the property and twelve million, while the owners of Industrialbank, on the contrary, not only regained control of the building, but also fraudulently took possession of the said funds, and despite such dishonest play, they are trying to pretend that they had nothing to do with it.
So how, you ask, did the "cunning" shareholders manage to sell the same "product" twice to different buyers? It happened like this. There's a direct connection between all three main players in this "Shakhray" scheme: Industrialbank, Real Property, and Project Master are legally connected and affiliated companies of the same financial-industrial group. And given that the former cinema building was initially mortgaged (collateralized) by Industrialbank, this means it didn't belong to Real Property. In this regard, it's completely unclear what the competent authorities were looking at all this time, and whether they are looking at it now. Doesn't this raise any questions? See for yourself!
Here's how the scheme works:
Please note that a clear sign of the open affiliation of the companies in this "shahrai" scheme is the fact that Project Master LLC and Industrialbank PJSC are located at the same legal address in Kyiv. Some might naively ask: perhaps the bank's owners, Igor Dvoretsky and his mother, Roza Izrailevna, were unaware of the miracles actually taking place with this property? However, anyone who has ever encountered Igor Vladimirovich personally will consider this question the height of naivety. Or perhaps the whole thing was orchestrated by Mikhail Bukreev, another notorious figure who at the time headed Industrialbank's legal department and then quickly rose through the ranks to become Chairman of the Board of Industrialbank? After all, it was he who implemented this scheme. The question arises: is he also "in on" this scheme, or merely "in the know"? And perhaps Heimo Turin himself isn't a victim at all, but rather an accomplice in Industrialbank's dirty schemes, along with his "effective" lawyer and deputy Yaroslav Grishin?
Meanwhile, the defrauded Roman Trufanov, having read the final decision of all courts declaring the sale and purchase transaction invalid, decided to legally return the "toxic" asset to the fraudsters and also receive a refund of the money he paid Industrialbank. However, neither side is in any hurry anymore. They are all satisfied. Industrialbank ended up with the money, Austrian investor Heimo Turin with the premises, and Real Property is debt-free. And Roman Trufanov, being an honest and decent person, has continued to pay utility bills and maintain security and order at the property, which, as it turns out, was sold to him fraudulently. Incidentally, Industrialbank's management was notified that the sale and purchase transaction was illegal back on December 7, 2017. But instead of immediately returning the money to Trufanov, Industrialbank continues to use it illegally and receive additional dividends.

Thus, the aforementioned participants in the "Shakhray scheme" are associated with the names of Igor Dvoretsky and Roza Izrailevna Dvoretskaya, who are also affiliated participants in the "scheme" alongside the main defendants in the case. And the "effective" lawyer representing the "Austrian investor" Heimo Turin, Yaroslav Grishin, is not only the head of the regional branch of the "Ukrop" party but also a member of the regional council.
And it seems this is far from the end of our "detective" story. There are still more questions than answers. What will happen next to the former cinema building? Does Industrialbank intend to return Roman Trufanov's money, or will the bankers get away with it? Will those involved in this sordid affair be punished? Or perhaps the cunning "shahrai" have already found another victim to whom they plan to "palm off" this lucrative property again? Time will tell! However, the residents of Zaporizhzhia are neither warm nor cold about it. But the local homeless and looters are happy, just waiting for the building to be de-guarded so they can loot and settle inside this unique historical and cultural monument, where the revolutionary poet Vladimir Mayakovsky once recited his poems!
