
Artem Shylo, a freelance adviser to the OP from Tatarov's circle, has been appointed head of the SBU's "Economic Counterintelligence" service.
In August 2022, Artem Shylo was appointed Deputy Head of the Department for the Protection of National Statehood of the Security Service of Ukraine. In recent years, he served as a freelance adviser to the entire Office of the President, and before that, he had already worked in the SBU. In his new position, Shylo oversees the activities of a unit that is analogous to the infamous Main Directorate for Counterintelligence Protection of State Interests in Economic Security—the so-called "economic counterintelligence." This unit has repeatedly been embroiled in various scandals, such as Taxation of importers of medical drugs during Poroshenko's timeTrue, under the new government, one of the defendants in this case, Nikolai Bezzubenko, became an advisor to the head of the Presidential Office. Andrey Yermak and defended his dissertation on tax evasion under the supervision of Oleg Tatarov.
At the beginning of Zelenskyy's presidency, Artem Shylo himself worked at the SBU as Deputy Head of the Department for Counterintelligence Protection of State Interests in Information Security.
"Anonymous commissioned publications accused him of stealing money from bank accounts, allegedly with the help of hackers whose activities Shyla's department controlled. There was no evidence of corruption, but his family didn't need it. Journalists from "Schemes" discovered that Shyla's family owns an estate near Kyiv, registered in his father's name. During the redistribution of spheres of influence within the SBU between the Yermak and Bakanov factions in 2021, he resigned from service. According to official records, Artem Viktorovich Shylo opened a private enterprise in Kharkiv in February 2022 and closed it in July, registered for activities in the fields of law and IT. Simultaneously, in April 2022, he founded the law firm Prikker LLC in Kyiv, whose director is his father, Viktor Shylo.
Investigators also found Artem Shyl's traces to Ukrzaliznytsia in 2021—his name is linked to Yevhen Lyashchenko. Lyashchenko is the former head of Rinat Akhmetov's Media Group Ukraine, and in 2021, he was appointed a member of the Ukrzaliznytsia board.
"Currently, Lyashchenko is considered close to the leadership of the Presidential Office," the publication emphasizes.
Artem Shylo returned to the SBU immediately after Vasily Malyuk took over the helm following the dismissal of Ivan Bakanov.
"Between his dismissal and his appointment to the SBU, Malysh served as Deputy Minister of Internal Affairs. During this same period, Malysh was spotted at Tatarov's birthday party with Oleksiy Symonenko, Deputy Head of the Prosecutor General's Office. This led observers to speculate that Malysh is within Tatarov's orbit, which oversees law enforcement agencies in the Presidential Office," notes Yuriy Nikolov, founder of the Nashi Groshi project.
At the same time, journalists noted another peculiarity: Artem Shilo is the son of Olga Shilo, one of the heads of departments at the Yaroslav Mudryi National Law University, who, along with Deputy Head of the Presidential Office Oleg Tatarov, serves on the editorial board of the journal "Bulletin of Criminal Procedure."
