On his Facebook page, Valeriy Chernenko, former head of Ukraine's State Inspectorate for Land Transport Safety, wrote that the agency he led was rife with corruption schemes based on the paid issuance of permits that could legally be obtained without spending a penny.

According to him, by law, the inspection is obligated to issue multiple-entry permits from the European Conference of Ministers of Transport (ECMT) to international road hauliers. These documents can only be used in conjunction with a logbook, which indicates the company's name and details of the specific shipment. The permits are valid for only one year, so they are constantly being redistributed among carriers, and new ones are being issued.

But despite the fact that this document should be issued only by a government agency, and for decades with the permission of the Ministry of Transport, it has been issued by subsidiaries whose names change periodically. Specifically, for the second year in a row, the State Enterprise "Ukrinteravtoservis" has been collecting unofficial fees from entrepreneurs.

Valeriy Chernenko explains that the company claims to provide services for "issuing and maintaining ECMT logbooks," but in reality simply sells logbooks for 1,18 hryvnias each, while their production cost is 44,65 hryvnias. Thus, the difference in profit goes directly to the company. According to him, just under 3,5 ECMT permits have already been distributed in 2015, amounting to over 3,9 million hryvnias in illegal fees.

Chernenko also reported that he, as a manager, tried to combat this corruption scheme, but it ended with his dismissal. The only thing achieved through years of legal battles was to reduce the price of the logbook from $2300 to 1180 hryvnias.
