Alexander Lozinsky
Former head of Ukrzheldorsnab, Oleksandr Lozinsky, and his ex-wife, were found to have received the majority of contracts for the railway, according to Nashi Groshi.
In 2009, the company "Armas," owned by Lozinsky's wife (previously known as "Realway"), registered technical specifications for the manufacture of bed linen for the railway. Interestingly, the exact same specifications were included in tender documents for the Donetsk, Odessa, and Southwestern Railways. This means that other proposals could have been rejected on this basis alone.
During the registration of the technical specifications, it was discovered that the Armas telephone number also belonged to Novabud-Invest (parts and batteries), Nikatex-Trade (textiles), Ukrainian Sewing Factory, and Novabud XXI Century. All of these companies supplied various goods and services to the railway through Ukrzheldorsnab. The total value of their orders amounted to almost 100 million hryvnias, with the majority of these orders occurring in the last two years.
It's important to note that Lozinsky himself announced his divorce and that he had no relations with his ex-wife. However, in 2012, he was suspected of embezzling 12,57 million hryvnias of public funds from Ukrzheldorsnab tenders.
Indirect evidence of the latter is provided by Lozinsky's ownership of real estate abroad, as well as the house of his father-in-law, Nikolai Galas, where Lozinsky lived while he was being sought. Interestingly, this house was purchased in 2006, when Galas had no business and, therefore, no funds to purchase one.
Last year, Lozinskyi returned to head Ukrzheldorsnab, but was dismissed. A third iteration occurred this year, but on November 30, he was fired again for the same tender violations. Lozinskyi's name is linked to Anna Rakhimova, director of AMS Portal LLC, who ran for Kyiv City Council on the BPP Bloc ticket.
