Energoatom: privatization scam

The Cabinet of Ministers, especially Prime Minister Arseniy Yatsenyuk, having established the Verkhovna Rada, voted for the sale of 40% minus one share of the National Nuclear Power Generating Company "Energoatom" to a record at a low price. Experts confirm that the value of the company’s assets is underestimated by at least 10 times.

The final draft law No. 4541a “On the transfer of objects of the law of sovereign power, which does not promote privatization,” has finally reached the Verkhovna Rada.
The position of the Minister of Economic Development and Trade Pavel Sheremeti is shocking. In the explanatory note signed by NAJC “Energoatom” it is stated before the transfer of objects that, I quote, “acceptance of the necessary costs to the State budget in the form of privatization of objects of state power, that they have lost the signs of their foreign-power significance.”
The minister gave such a “high” assessment to the company, which has 15 nuclear power units (13,8 GW), which will generate at least half of all electricity, costing approximately 30 billion hryvnia.
“Professionals” of such a level would know that the work with a great number of radioactive wastes and the prepared nuclear fire of the nuclear power plant is the power supply chain of the power war. In all nuclear powers, nuclear safety is a top priority. Especially for the region, which is a dubious evidence of Chornobyl.

While there is a need to meet the budget, Pavlo Sheremeta emphasizes the fact that the new government’s budget will be transferred to the supply of electricity - a way to increase the tariff.
The “privatization” history of Ukraine shows that investors go to buy shares for the sake of their money, so that they can turn their money around for the next 2-3 rubles per share of the tariff premium. So, the AES investor will be the owner of electricity, and not a private owner.
Wouldn’t it be simpler to raise the electricity tariff by the amount needed for rehabilitation and development of nuclear energy? Experts are trying to figure out what is simpler, and even cheaper, since you won’t have to pay hundreds of dollars for borrowing loans for the development of galuzia.
In Ukraine, the Energoatom company has long been used as a bargaining chip for the political establishment, and now it continues to operate, not caring about Russian military aggression.
According to the data of the European Parliament, the shares of Energoatom are already being promoted to local deputies in exchange for voting for the ratification of the Association with the European Union. These two documents will be put up for voting at approximately the same hour - they plan to complete this in the spring of 2014.
What’s even more shocking is that the vote for the sale of the nuclear facility is about to take place in a record short period, without discussion on the scale, secretly in front of the local authorities of the regions of the nuclear power plant, without weather conditions with professional uniforms. This is the verdict of Pavlo Sheremet in the official explanatory note, submitted to parliament along with the bill and posted on the official website of the Verkhovna Rada.

The information about the privatization of nuclear assets became a sensational news for most representatives of NAEK Energoatom. In the Kiev directorate of the company there is a department for managing the state mine, in order to avoid acquisitions before the sale of nuclear assets.
This main department is subordinate to Vice-President of Energoatom Aydin Aisin. From 2003 to 2005, he occupied a central position at the Ukrtransgaz House of Culture, working in the hours when Yuriy Boyko was the head of NJSC Naftogaz of Ukraine.
The list of facts confirms that sales are being prepared secretly, hastily, in violation of proper legislative norms. There was no time left to stop the initiators of this evil action.
It is important to note that the Parliamentary Committee on the Power of the Fire-Energy Complex, Nuclear Policy and Nuclear Security has not considered a government initiative for the sale of nuclear assets! I would like this committee itself to become the main arbiter before submitting the law to a vote before the session hall.
According to the information from the EP, the head of this committee, Mikola Martinenko, became the initiator of the “privatization” of nuclear energy in such an obscure way. Those who believe in Arseniy Yatsenyuk are convinced that it is trivial to present him, and they are convinced that the prime minister will stop this hasty scam. On the other hand, the head of the people’s order is not bad, and it’s very good to know that I’ll have to teach myself how to earn money.
The website of the Verkhovna Rada contains a list of parliamentary committees that have submitted a bill on the sale of nuclear assets for approval before voting in the session hall.

The main one was the Committee on Economic Policy. The document was submitted to up to 6 Committees (including the Special Control Commission on Privatization).
However, according to the schedule of meetings of parliamentary committees for 2-5 spring 2014, posted on the website of the Verkhovna Rada, consideration of bill No. 4541a in the railway committee is not scheduled for 2 spring.

How much can a business generate that generates half of all electricity – and that’s about 84-90 billion kW-years?
The press is actively circulating information that according to Energoatom’s balance sheet, it is valued at 163 billion hryvnias – such an assessment of assets was almost completed by one of the “Great Four” companies. Well, 40% of the nuclear capital becomes 65,2 billion.
Prote "Energoatom" always does not officially monitor the quality of its assets, although it is clear that an effective audit of financial reporting according to International Accounting Standards was carried out by an independent company "KPMG-Audit".
In addition, in order to confirm the financial reporting for 2010, based on national accounting standards, in 2011 the audit was carried out by the UPC-Audit company.
The privatization scenario is transferred to the joint stock company, after which the sale of a minority stake of 5% to the employees of the enterprise, and another 5% to the top employees of the company.
In view of the past “takeover” fates, doctors should be placed in such a state that they cannot buy their shares. This is where investment funds come to the rescue, later created to consolidate shares in the interests of oligarchic groups.
How to bankrupt Energoatom
The prospect of privatization of nuclear assets loomed two more times - as Viktor Yanukovych praised the corporatization of Energoatom, confirming the National Action Plan for 2012 with his decree.
This plan will implement the Program of Economic Reforms for 2010-2014, developed by the Committee on Economic Reforms under the President of Ukraine under the title “Possible marriage, competitive economy, effective power.”
The well-known scenario of preparation for the “seizure” of nuclear assets is in full swing: initially the enterprise is bankrupt, and then for a symbolic fee they are given to those close to the ownership of the group.
Vlada began to actively bankrupt Energoatom over the course of 2012-2013, and not without the additionally low tariff - in the spring of 2013 it became 22 kopecks per kW*year. To equalize, the tariff for thermal power plants (TES), most of them under the authority of “DTEK” Rinat Akhmetov, became 66 kopecks, and the tariff for private solar energy (SES) - 5 UAH per kW*year.
Today, little has changed: Energoatom’s tariff is approximately 30,4 kopecks per kW*year, while private TES sells its goods to energy stores in Ukraine at a rate of 80 kopecks, and private TES sells its goods at a rate of 7 UAH per kW*year. Moreover, the hryvnia has devalued by 75%, and the Energoatom company can be bought for foreign currency.

To blame for such discriminatory minds, the Energoatom company quickly collected its profits, and even then constantly paid billions of dollars in taxes to the state treasury.
All at once, starting from 2012, immediately after Yanukovych’s voices about the corporatization of his financial monster, the press began to actively publish information about Energoatom’s billionaire profits, forming a huge thought about the unattractiveness of the company for these future “rebels”. “The balance sheet of the main benefits increased by 6,5 times. In this case, the balance sheet value of the main assets behind the supply side did not change after the revaluation. “Also, looking at those that before the AES electricity tariff included depreciation and amortization, payments for tax data, this led to the overcrowding of our Company,” said President Yuri Nedashkovsky.
You have asked the team to correct Yanukovych’s outrageous hours. “We will strive to ensure that the company does not lose any extra interest in creating a customized surplus, and that the tariff still has the necessary resources for investment and development,” Nedashkovsky said.

The state budget rightfully rejects payments from nuclear workers. In 2013, Energoatom transferred 5 billion UAH to the budgets of all regions. It is likely that payments will increase to UAH 6 billion.
The corporatization of Energoatom is long overdue
Nuclear energy workers have long been insisting on the need to corporatize Energoatom. Institutional changes are long overdue, and it is also necessary to develop business further, operating with joint stock partnerships (including sovereign ones), not squeezed into the framework of a unitary sovereign enterprise.
But in Ukraine, corruption, like an unimaginable cancer, has permeated all the authorities, and changes could lead to a nuclear tragedy.
All the regions of Europe demonstrate the superiority of sovereign power over nuclear assets. At the same time, the private owner of the Japanese nuclear power plant “Fukushima-Daichi” suddenly experienced nuclear security, which led to a terrible tragedy in the birch of 2011. Business is primarily concerned with maximizing profits, and without any problems.
Traditionally, legislation allows the corporatization of nuclear assets. According to the Law of Ukraine “On the transfer of objects of the law of sovereign power, which do not promote privatization”, the DP “NAEK “Energoatom” is located in Addendum No. 2 – tse “The transfer of objects of the law of sovereign power, which do not promote privatization, but may be corporatized.”
However, the current government has thrown all precautions aside and hastened to sell nuclear assets. According to experts, there is still a chance that Russian companies close to ROSATOM will take over through intermediary companies.

Before the speech, Yanukovych said in an hour, first the corporatization of Energoatom was announced, a social dialogue was planned with the method of getting citizens to participate in the governing power right.

Experts have confirmed that there is a very high risk of the transfer of this strategic object to the power of Russian residents. You won’t be able to hide anyone, but the authorities are preparing the legislative earmarks to identify the real beneficiaries. But in practice, there are no ways to bypass the barriers put in place to strengthen the expert segment of the business.
This is what happened to our regional power companies, a significant part of which fell into the hands of the Russian authorities. Unfortunately, the government is in no hurry to blame the uncontrolled privatization of energy (and not least nuclear) on the benefit of the oligarchic groupings (God forbid) of Russia.
Required strategic partners for the development of new nuclear units
It is completely obvious that privatization in nuclear energy is planned according to the same thoughtless scenario as the implementation of thermal generation - that is, without attracting strategic investors. The nuclear energy industry will require colossal financial injections.
It appears that in the private energy sector of Ukraine all processes are not carried out without oversight or control. Long-term projects involving the modernization of power units will not take place there, and the worn-out energy resources will continue to degrade.
A similar fate awaits nuclear power plants, the majority of power units of which are reaching the end of their design life – by 2019, 10 power units will have completed their design life.

Looking at the military conflict with Russia, the nuclear power industry of Ukraine must develop according to a different scenario, as described in the Energy Strategy of Ukraine until 2030. What do experts say?

And although most of the core members of the nuclear energy complex will take a strongly pro-Russian position, it is entirely likely that the new order program for the development of nuclear energy will radically change. Yes.
Some experts believe that Ukraine must rely on Russian VVER-type reactors. It is necessary to place emphasis on reactors of advanced design, including those that will recover valuable products from processed nuclear fuel and save natural uranium.
To re-equip the nuclear power industry with nuclear reactors of advanced design, you will need over $100 billion. In order to recover such a sum, it is not obligatory to give away nuclear energy to the oligarchs.
Varto can only charge an increase to a tariff of an average of 2,5 cents per kW-year – which is approximately 34 kopecks. If you start working today, the tariff for nuclear energy will increase to 64 kopecks – which will be 14 kopecks less than today’s current tariff for private TES.
Therefore, the competitiveness of nuclear energy with thermal energy on the market will be saved.
Vlada is obliged to define a scenario in which nuclear assets are divided between a handful of oligarchic groups for no price, or the power is denied control over us. It is immoral, even if thousands of our citizens die in the fight against the Russian occupier.
