Estonian prosecutors may target Hillar Teder over Crimean business

Postimees contacted Estonian Prosecutor General Andreas Parmas. Investigative journalists submitted materials proving businessman Hillar Teder's business activities in Crimea, they write. UNN.

Parmas believes that “if it turns out that Hillar Teder may have committed other crimes, such as violating international sanctions, it will be possible to decide whether to charge him with additional suspicion in the ongoing criminal case or to transfer the materials to Ukrainian law enforcement agencies for resolution.”

According to published materials, Hillar Teder, in his correspondence with Mikhail Merkulov, CEO of Arricano Real Estate Plc, and the company's lawyer, Evgeny Maleev, circumvented international financial sanctions by negotiating with VTB Bank to obtain a loan for his project, the Yuzhnaya Galeria Shopping Center (Crimea). This large shopping center in Simferopol, completed in 2014, the year Crimea was annexed, is still operating and is one of Arricano's most profitable projects, according to London Stock Exchange reports, paying taxes to the Russian treasury.

At the same time, Teder and his colleagues understood the obvious illegality of their actions and the criminal liability they faced for violating sanctions and continuing to operate in Crimea. This is confirmed by Merkulov's published letter, which explicitly states that difficulties had arisen with the Ukrainian SBU, as contact with Crimea is a crime. In response, Teder ordered a search for new management from among individuals registered in the DPR and LPR but residing in Kyiv.

This isn't the first time Hillar Teder has been under investigation in Estonia. In 2019, he confessed in the Houston County Court to secretly funding the Center Party in 2014 in order to secure favorable decisions from the City Government," UNN reports.

In Ukraine, Teder's name became known thanks to the scandal surrounding the Sky Mall shopping center.
