Pharmacists are asking the Cabinet of Ministers to investigate shady schemes in the pharmaceutical market.

The public organization "All-Ukrainian Union "Mykolaiv Pharmaceutical Association PHARMRADA" calls on the Cabinet of Ministers of Ukraine to eliminate the initiatives of the former Minister of Health aimed at monopolizing the pharmaceutical industry.


This is stated in a letter from a public organization sent to Prime Minister Arseniy Yatsenyuk.

"At the initiative of Oleh Musiy and Mykhailo Pasechnik, the State Service for Medicines and Drug Control of Ukraine has developed further legislative amendments regarding the monopolization of the pharmaceutical market by large pharmacy chains and a scheme to impose additional financial burdens on entrepreneurs," the statement reads. Specifically, the experts point out that personnel changes at the State Service for Medicines and Drug Control of Ukraine have resulted in representatives of large businesses heading the state body responsible for overseeing licensees' compliance with licensing conditions in the field of medicine circulation and drug quality control. Moreover, these appointments took place without public consultation or approval. Thus, at the instigation of Oleh Musiy, Mykhailo Pasechnik, chairman of the All-Ukrainian Public Organization "APAU" and owner of the FALBI pharmacy chain, was appointed head of the State Service for Medicines and Drug Control, and Elena Alekseeva, director of the Association of Ukrainian Pharmaceutical Manufacturers, was appointed his first deputy. It should be noted that the latter's actions to protect the interests of codeine-containing drug manufacturers have led to a number of high-profile scandals. The State Service for Medicines and Drugs Control was subordinate to Deputy Minister of Health Natalia Lisnevska, who has neither medical nor pharmaceutical training and is an example of the former Minister of Health's destabilization of the pharmaceutical industry. Therefore, despite the precarious situation in the pharmaceutical market, experts are asking the government to strengthen oversight of the Ministry of Health and the State Service for Medicines and Drugs Control. Specifically, they are asking the government to address the complex situation within this agency and decide on the continued tenure of the leadership of the State Service of Ukraine for Medicines and Drugs—the protégés of Oleh Musiy and the manufacturer of the "pharmaceutical narcotic"—a codeine-containing drug—ODO INTERKHIM.
