Felix Lunev has been appointed advisor to Energy and Coal Industry Minister Volodymyr Demchyshyn, according to the publication Nashi Groshi, citing a source within the Ministry of Energy and Coal Industry.
According to the source, Lunev has already received his first assignment: he will be inspecting the activities of the company Ukrgazvydobuvannya.
Felix Lunev is known as a former top manager at TNK. In 2012, Lunev served as an advisor to Yevhen Bakulin, head of Naftogaz Ukrainy. His responsibilities included overseeing hydrocarbon sales. Mr. Lunev oversaw a project to sell alternative fuels to the Azov Oil Company through Naftogaz Ukrainy. This project is known to have resulted in significant losses for the state: the alternative fuel was sold at a significantly reduced price, and some of the state-owned company's funds have still not been returned. Also, during Lunev's tenure at Naftogaz, a contract was signed with Serhiy Kurchenko's company, Gaz Ukraina 2020. The oligarch's company committed to supply 60 tons of petroleum products and took an advance payment of UAH 400 million from Naftogaz. However, Kurchenko's company never fulfilled the terms of the contract or returned the advance payment.
From 2012 to 2013, Lunev was vice president of the Romanian company Rompetrol. During this period, the largest number of contracts were signed with Vesta Service. Subsequently, the Romanian company's managers were fired, and Rompetrol remains unable to repay its debts.
Since 2014, Mr. Lunev has been linked to the company of fugitive oligarch Kurchenko, which specializes in the sale of petroleum products in occupied Crimea.
