A firm of UDAR deputies will supply fish to Kyiv schoolchildren at an inflated price.

On September 25, the Podil District State Administration's Education Department in Kyiv entered into an agreement with a firm run by UDAR deputies to purchase fish for schoolchildren at an inflated price, according to the website "Nashi Groshi," citing the "Bulletin of State Procurement."

Nika-1 LLC will supply fish worth UAH 4,30 million to schools in Kyiv's Podilskyi district. Approximately 59 tons of frozen hake, pollock, and saithe have been ordered. The price listed for all fish is UAH 73,10 per kg.

However, this fish is significantly cheaper in retail chains. On October 5, frozen pollock was sold at 59,70 UAH per kilogram at the Silpo supermarket. This is almost a quarter cheaper than the price set by officials of the Podilsky District State Administration. In turn, wholesale quantities of fish are even cheaper than retail chains, which set their own markups of tens of percent on the wholesale price.

Nika-1 was founded by Viktoria Kustova, a Kyiv City Council member representing the UDAR-Solidarity party and head of the UDAR Obolon branch. Nika-1's director is Yevhen Kutsev. According to some media reports, in October 2012, he served as an observer for UDAR candidate Yuriy Krikunov, a current Kyiv City Council member (UDAR-Solidarity) and head of the UDAR Podolsk branch.

Kustova is also a co-founder of the Kyiv branch of the All-Ukrainian Public Organization "Union for the Protection of the Rights of Entrepreneurs," along with Volodymyr Dobroskok. He previously served on the supervisory board of the Tender Chamber, which in the 2000s held monopoly control over public procurement.

Since the founding of the State Procurement Bulletin in 2008, Nika-1 LLC has earned approximately UAH 276,84 million from government contracts.
