Ukrainian Aviation Company Veles LLC planned to resell a Ukrainian Ministry of Emergency Situations Mi-8MT helicopter through several companies to the so-called Donetsk People's Republic (DPR). Interestingly, Ukrainian Aviation Company Veles LLC, through a British offshore company, is connected to the current head of Ukroboronexport, according to Nashi Groshi.
It is known that on December 9, the Supreme Commercial Court of Ukraine ordered Ukrainian Aviation Company Veles LLC to return the MI-8MT helicopter to the State Aviation Enterprise Karpaty-Avia. This helicopter was state property and belonged to the Ministry of Emergency Situations of Ukraine. In July 2007, the aircraft was leased to Veles for a year. The company, associated with the head of Ukroboronexport, failed to pay the lease and did not return it to state ownership. Therefore, the Ministry of Emergency Situations filed a lawsuit, which awarded Ukrainian Aviation Company Veles LLC 256,000 hryvnias in debt and ordered the company to return the helicopter to the Ministry of Emergency Situations of Ukraine.
However, the State Enforcement Service did not find the helicopter at the company and established that in 2008 it was taken to the Comoros Islands in the Indian Ocean.
In 2012, at the request of Veles, the court ruled that the helicopter should not be returned to state ownership, but that the Ministry of Emergency Situations should be compensated for its value in the amount of UAH 5,19 million. However, state enforcement officers were again unable to comply with the court order, as the company had no assets that could be seized to pay off the debt for the helicopter. Consequently, Karpaty-Avia filed a lawsuit against Ukrainian Aviation Company Veles to return the helicopter to state ownership.
The founders of the Ukrainian Aviation Company Veles are listed as the London-based offshore company Milimex Trade Co. Limited and Svetlana Kuznetsova, Nadiya Kamenchuk, and Volodymyr Kazadoi. The latter is the director of the state-owned enterprise Ukroboronexport.
It was previously reported that SBU officers prevented the transfer of an MI-8MT helicopter from a Ukrainian company to Russian buyers. SBU officers then stated that the Russians intended to purchase the helicopter for the so-called Donetsk People's Republic (DPR).
