The company "Kvadrat" and its patrons

Rarely does the average person know what the "People's Budget" really was. But time passes, and the heroes of this mega-embezzlement remain.

So the principal of the Kvadrat company, being a government official, decided to get involved a little. To this end, they decided to renovate a kindergarten in the village of Karolino-Bugaz for 20 million hryvnias.
They held a private meeting in the form of a tender, and naturally, Kvadrat won, fortunately for having a good relationship with the client, dating back to their time serving in the Ukrainian Armed Forces. They signed a contract for 5,8 million hectares, which were supposed to be developed in 2012. They received an advance payment of 1,9 million from the Regional Development Fund, but somehow the development fell through.
Instead of three months, the project dragged on for nine, and even then, with serious questions. But they forgot to pay the state penalty of 147 hryvnias for using funds as stipulated in the contract. They forgot not only to pay it, but also to reflect it in the accounting report, not only by the contractor but also by the client, which is already official negligence. Oh well, it happens to everyone, especially when it comes to such trivial matters, especially those that are part of the budget. It's not like you're arguing with friends about it.
