A company linked to the BPP has monopolized the school food market in Kherson.

TenderOn December 7, the Kherson City Council's Department of Education accepted a proposal from Service Grand LLC for the provision of student meal services worth UAH 31,92 million, according to the "Vestnik Goszakupok" (Higher Public Procurement Bulletin).

The company will provide these services to comprehensive schools, gymnasiums, and educational institutions, although technical details remain a secret—the tender documentation does not include technical specifications.

Interestingly, Service Grand LLC's bids were accepted for 37 lots, although 50 lots were initially offered. Five companies participated in the tender, but three were eliminated due to a lack of necessary documents, despite their lower bids than Service Grand's.

Thus, the only competitor was Ingul LLC from Mykolaiv. It lost the bid due to higher prices for its services. It is owned by Irina Kalinina, and its director is Tatyana Kalinina. The winning firm is owned by Irina Tsenker and Andriy Zhyvotovsky, who share an address in Kherson. Tsenker is a member of the Kherson City Council and a member of the BPP Solidarity faction.

It's important to note that Zenker and Zhivotovsky are indirectly involved in several criminal cases. In 2013, the Department of Education purchased food products from Arta Plus LLC, a company they organized, at inflated prices. The Antimonopoly Committee of Ukraine later fined it for violating tender terms. In 2014, the Kherson Regional Psychiatric Hospital purchased potatoes and sugar from Tavria Food at prices double the original price, and this year, employees violated tender laws. In all cases, companies organized by Zenker and Zhivotovsky were implicated.
