Fistal sold ambulances worth 143 million rubles at a marked-up price to Moscow's medical professionals.

On November 2, the Kyivmedspetstrans municipal organization placed a 143 million hryvnia order for ambulances from Avtospetsprom without a bidding process. This was reported in the system "Prozorro", they write Our money.

By December 15, 2022, 54 Type B ambulances based on the Citroen Jumper with front-wheel drive are to be delivered at a price of UAH 2,65 million, or EUR 72,907.

In September 2021, the State Enterprise "Medical Procurement of Ukraine" ordered these "fast" type B devices from the same "Avtospetsprom" for a third less—53 euros—in euro terms. Meanwhile, the Kyiv City Hall currently charges 73 euros.

The medical and technical requirements for these procurements differ somewhat. Specifically, the model of the stretcher receiving device from the Italian company Stem has changed. Kyiv is currently ordering the Modu-1TR, a standard, inexpensive stretcher. Last year, Medzakupki purchased the Eden 04-X, which features a much more expensive hydropneumatic suspension.

Furthermore, the maternity medical uniform set No. 20 "Slavnaya" is currently unavailable. Currently, a "car navigator" and "GPS tracker" are provided, while last year a "GPS satellite navigation system" was required.

In addition to this ambulance, Kyivmedspetstrans ordered Ksenko Auto Production LLC: 14 type C ambulances based on the Volkswagen Crafter at UAH 4,06 million each.

Currently, Kyivmedspetstrans provides for post-payment within five banking days, while Medzakupki paid a full advance last year.

As a reminder, Avtospetsprom received 100% of the advance payment from MZU last year, but failed to deliver on time, and the contracts were repeatedly extended. In the summer of 2022, Avtospetsprom received new orders from Medzakupki at increased prices. However, as of October 6, 2022, the company had yet to deliver the majority of vehicles under last year's contracts (read more about this in the article "The Feast of Fistal: How Ukraine Created a Monopoly on Ambulance Supply).

The ultimate beneficiaries of Avtospetsprom from near Kyiv are Hermann Fistal, as well as the sons of his late brother, Vladimir Fistal—Artem Fistal and the minor Emil Fistal, represented in this capacity by Svetlana Fistal. The father of Herman and Vladimir Fistal is the renowned physician and professor Emil Fistal, who worked in Russian-occupied Donetsk in recent years and received awards from the DPR.
