The State Bureau of Investigation has launched an investigation into the transfer of the Chernihiv Thermal Power Plant from the lease of a former MP's company. Anatoly Shkriblyak into the municipal property of the Chernihiv mayor's office, which was sanctioned by Mayor Vyacheslav Atroshenko and deputies. This 368 media learned from the materials of the criminal case under Part 2 of Article 364, Part 1 of Article 367 of the Criminal Code.

In July of this year, we reported that the owner of TekhNova, the company leasing the Chernihiv Thermal Power Plant, would return the damaged property to the City Council, shifting the burden of infrastructure restoration to the budget and concealing multi-billion-dollar embezzlement. Meanwhile, state and local authorities have failed to conduct a full audit of the company's compliance with the lease terms for the thermal power plant and heating networks of the city of Chernihiv, the modernization of its primary and auxiliary equipment, and the effectiveness of the thermal power plant complex's management.

The facility suffered significant damage from missile and artillery strikes during the full-scale invasion of the Russian Federation. In particular, unwilling to spend its own funds on restoring the Chernihiv Thermal Power Plant, Technova LLC, owned by Anatoliy Shkriblyak, approached the Chernihiv City Council with a proposal to terminate the lease. In late May, deputies voted to terminate the lease early, and on June 28, the destroyed Chernihiv Thermal Power Plant complex was transferred to the Teplokomunenergo municipal enterprise. Thus, all costs for the repair and restoration of the thermal power plant are borne by the city budget. The Cabinet of Ministers ordered the allocation of 100 million hryvnias out of the 800 million hryvnias needed to restore the Chernihiv Thermal Power Plant.

At the same time, Shkriyabljak's company had been using the CHPP for money laundering for a long time. According to several criminal cases, by creating and implementing illegal schemes, TechNova LLC, with the connivance of local authorities, managed to embezzle funds totaling over 1,2 billion hryvnias. Therefore, the return of the Chernihiv CHPP complex without an audit or compensation for damages to the lessee will allow TechNova LLC officials and shareholders to conceal evidence of years of theft and abuse.

The investigative judge of the Pechersk District Court of Kyiv granted the petition to conduct an inspection of the territory of the Chernihiv Thermal Power Plant.

The corruption scheme involving the combined heat and power plant has been added to the investigation into the mayor of Chernihiv. The State Bureau of Investigation (SBI) believes that after Atroshenko's victory in the 2015 mayoral election, ShBU-14 LLC and the municipal utility ATP-2528 began winning tenders. Contracts with these companies were concluded at inflated prices, and the proceeds were siphoned off through controlled fictitious companies. The SBI believes this scheme is being carried out under the protection of the police, the prosecutor's office, and the Security Service of Ukraine (SBU).

Since the beginning of 2021 alone, SHBU-14 and ATP-2528 have won four tenders from the Chernihiv City Council's Housing and Utilities Department for major, medium, and minor road repairs, totaling UAH 350 million. The criminal offense is committed by creating non-competitive conditions so that only SHBU-14 LLC and ATP-2528, which are controlled by the enterprise, could win the tenders, with contracts concluded at inflated prices.
