At the end of July this year, the Kyiv Armored Plant reported a shortfall of nearly 30 million hryvnias for the purchase of new armored personnel carriers for the National Guard. The missing funds are linked to relatives of influential Odesa BYuT member Oleksandr Dubovoy.
This was reported in a report by Hromadske TV.
The Prosecutor General's Office has currently taken over the embezzlement case, but it will likely not be pursued, as the editorial board of Hromadske TV believes Dubovoy is connected to Ukraine's Prosecutor General, Vitaliy Yarema.
It should be noted that at least four people may testify regarding the probable involvement of Alexander Dubovoy's relatives in the embezzlement of funds from the KBTO: former plant director Leonid Sholomitsky, who is currently in pretrial detention; financial director Eduard Ilyin, who is wanted; and two plant employees who were directly involved in signing the documents.
However, former director Sholomitsky refuses to testify, and one of the plant's employees recognized the deputy's nephews from photographs. Their presence at the plant in June is also confirmed by the temporary passes logbook of the KBTSO.
At first, Oleksandr Dubovoy was very surprised by the question about his relatives' possible involvement in the deal. Subsequently, after the story aired, Dubovoy released a six-minute video in which he accused the Hromadske TV journalists of unprofessionalism and called the material a paid-for plot.
He did, however, confirm that his relatives were at the Kyiv Armored Vehicle Plant without explaining the reason. He subsequently promised to help journalists meet with his nephews, but three months later, the meeting never took place.
At the end of August, the Kyiv Armored Plant case was transferred from the Military Prosecutor's Office of the Central Region of Ukraine to the Prosecutor General's Office. The Prosecutor General cited "unique expert examinations" as the reason.
Yarema also reported that the names of Dubovoy's relatives appear in the case, but they are not suspected of the crime.
Meanwhile, Alexander Dubovoy is actively interested in the case. Journalists even managed to capture his visit to the Prosecutor General's Office on camera.
According to the Prosecutor General, Alexander Dubovoy stopped by to discuss the Armored Vehicle Plant. However, Yarema assured journalists that there was no talk of any corrupt connections.
At the same time, the editorial staff of Hromadske TV has a transcript and audio recording of testimony in this case, namely the interrogation of Yulia Ponomarev, who was the founder and director of the Odessa company Spets-Kom-Yug, into whose accounts 12 million hryvnias were transferred from the KBTO for the delivery of 20 non-existent armored personnel carrier hulls.
According to journalists, the money for the National Guard armored personnel carriers was cashed from the accounts of another company, the Center for Land Relations, registered at 72 Soborna Street in Vasylkiv. The company's founder and liquidator is Grigory Voloshchuk. His name is mentioned repeatedly during Yulia Ponomar's interrogation.
The prosecutor also names Dubovoy's relatives among those involved in the Kyiv Armored Plant money deal. Vitaliy Yarema assured that investigators have also questioned them.
However, Andrei Dubovoy allegedly lives in Lithuania, Kirill Dubovoy is carefree, helping his father Sergei get into parliament, and Stepan Kutsin (the husband of Dubovoy's niece) denies being summoned anywhere. He claims he has nothing to do with the case.
Furthermore, according to journalists, the indictment is expected to be ready soon and the case will be sent to court. And it appears the names of the MP's relatives will not be included.
