The public organization "Rule of Law" learned of problems faced by citizens and business owners during the initial registration and registration of vehicles. The "root of evil," as always, turned out to be a government agency—the Main Service Center of the Ministry of Internal Affairs of Ukraine.
The cause of the problems for citizens and business managers was an explanatory letter from the Main Service Center of the Ministry of Internal Affairs of Ukraine. With this letter, the agency prohibited its regional branches from accepting vehicle certificates of conformity in the state certification system issued after January 1, 2016, despite the fact that the certificates were entered into the database and were valid at the time of vehicle import in 2016.
The illogical actions of the Main Service Center of the Ministry of Internal Affairs of Ukraine have become a major headache for buyers of new vehicles who received a vehicle certificate in 2016, as such citizens or entrepreneurs will have to wait in line again for a new certificate and pay a hefty fee.
Another factor causing buyers to worry is the sharp reduction in the number of certification bodies, which has led to a significant increase in the cost of vehicle certificates issued by them. While a certificate could previously be obtained from any available certification body for 300-400 hryvnias, due to the lack of competition, this price has now increased tenfold, costing approximately 3500-4000 hryvnias.
It's worth noting that the explanatory letter from the Main Service Center of the Ministry of Internal Affairs of Ukraine was drafted based on a letter from the Ministry of Economic Development dated March 21, 2016, which is for informational purposes only and does not constitute any amendments or additions to current legislation. Current legislation, however, does not provide a clear position on this issue.
Based on these facts, the public organization "Rule of Law" appealed to regulatory authorities with a demand to repeal this advisory letter from the Main Service Center of the Ministry of Internal Affairs of Ukraine and not to create obstacles for citizens and businesses in registering legally purchased vehicles.
