The way I think about doing business is that no one wants to buy ahead of time, so that there will be competition and so that there will be real market war. It is clear that if you go this way, it is necessary to kidnap the citizens, carry out all the necessary investment requirements, and the great power would be able to control their demise. Zagalom tried to show the PJSC “Ivano-Frankivsk Locomotive Repair Plant” for sales in 2007, in 2010, and in 2013. Once upon a time, the collectives tried to preserve him in the sovereign power: we wrote the letters of the regional administration, the regional administration with its own members - the ministers. Following the results of the study, the State Fund of Ukraine excluded us from the transfer of privatization projects until the praise of the new resolution to the Cabinet of Ministers of Ukraine.
However, I first try to test the truth of the raider’s occupation of the plant, I respect it, it was collected in 2012. This then developed like this: the plant continued to operate normally in the first quarter. The team finished all their performances and started working. But in another block, business began to storm. And it all ended with the fact that the production obligations fell, in fact, to 30 hundred thousand, equal to those that were small enough to go out.
That's not all. At that time, the factory was praising a lot of illogical decisions. Why, in the world, was their illogicality supposed? Low structural components have been reorganized, while structures have been eliminated. For example, the personnel in the marketing department are working under their boss. The wheel shop was combined with the brewery, and the tool shop was combined with the hydraulic transmission shop. Everyone was working on internal orders for the plant, as the industry’s current kernel worker, Vasyl Dutchak, saw.
Those who work at the factory know that in the enterprise management system there are facilities and services that work to ensure that the team is prepared, so that there is a regular supply of piles, installation contracts and improvement of finished products for replacements. This is where the defenders of the leadership of the government and the marketing and delivery are concerned. The stinks are still there, so the plant runs smoothly. And now let’s look at the chronology of this courtyard history. On the 23rd of April the head of the marketing department will soon be seated. On the 21st of Wednesday, the chief accountant, the protector of the head of the plant, will retire. At this point, a young woman came, who had worked in the control and audit department for 10 years before, and had been involved in accounting before that, working as an accountant for one of the village councils. Thus, after 31 years from the plant, the first defender of the head of the production board is called, who worked 13 jobs in this plant and who lost at least two jobs before retirement. And on the 13th of leaf fall, the protector of the head of the ruler from commercial food emerges. So, when we analyze it, we can see the following picture: all those who worked, moved, outside the factory territory - for contracts, for the sale of products, for the recovery of costs, for a fee months were released.
Suddenly they begin, let's say, to quickly force the quarry of Pyotr Gavadzin, who worked as the head of the transport department for 10 years. That's not all. The team was deprived of borgs, which could have led the plant to bankruptcy. Among the creditors was a company, which, of course, was associated with a similar quarry, and the debt to it allowed them to initiate bankruptcy proceedings against the plant at any time.
Already in 2013, the share of wages in hryvnia for commercial products increased to 48 kopecks. The ministry analyzed such indicators and realized that things were going wrong at the locomotive repair plant. The Ministry announced a competition to replace the head of the government. The same fate was shared by the head engineers of the Kolomiya depot and the Lviv locomotive repair plant and I. Finally, the Ministry of Infrastructure of Ukraine appointed me as the head of the board of the Ivano-Frankivsk Locomotive Repair Plant. If the launch of this scenario and the collapse of the obligations of the production team were not in full swing, then I guess the share of the plant would have been greatly increased. Even in early 2013, a final decree was issued to the Cabinet of Ministers, which companies were transferred to the transfer of enterprises that were planned to be privatized. Let me clarify - if we are before the river, then it is irrevocably firm, and sooner or later, then, perhaps, such a decision would have been accepted earlier, since there is still something to sell, then it is necessary to work.”
That 2013 team ended with nasty displays, and, I respect, once again its first attempt to buy the plant, which had previously pushed it to bankruptcy, where it ended.
I’ll try again, as I understand, they have begun to prepare for this spring’s fate. Bereznya, apparently, called me from the ministry and informed me that new lists of enterprises for privatization were being formed. And they added: “They stand up for everyone, but no one stands up for the locomotive repair plant.”
Who will stand up for us? Naypershe is the head of the regional administration. I urge ODA Andriy Trotsenko to sign the letter to the Minister of Infrastructure of Ukraine. Having accepted me, and just before the meeting, I explained that I don’t know the right people at the plant, and therefore, I can’t move, in absentia, not knowing the situation in detail, sign the document to the minister. They came to their senses. As soon as we arrived at the plant, our workers began to feel inspired to stand up for us. It’s even more important that A. Trotsenko, having visited all the workshops, can now see that the production is in progress. At the brewery shop of that day, metal was poured - unfortunately, there is no longer a single distillery in the Carpathian region, where one can produce either product for the needs. After becoming aware of the enterprise of A. Trotsenko, sharing enemies, noting that for now it became evident that such a plant with a history of almost 150 years, where the Donines have been preserved around former industrial architecture of the Austro-Ugric region, is located in the very center of Ivano-Frankivsk, near the station. After this, we - both the administration and the trade union organization - actually had no doubt about the kind of enterprise that operates and the further costs of the region's care.
The hour had passed, and A. Trotsenko had not signed the letter addressed to the minister, which we agreed to. I didn’t take away the official confirmation of my brutality to the head of the ODA. Without taking away the evidence and the head of the trade union organization, Bogdan Chupak, who, after changing the name of the labor collective to A. Trotsenko, has been fussing about excluding the plant from the flow of enterprises, what promotes privatization. Although, as we learned, the ODA workers prepared the letter for the minister, they ended up losing the unsigned head of the regional administration and, obviously, without getting to Kiev.
Under the pressure of the labor collective and the huge organizations of the region, A. Trotsenko still signed a sheet in the name of M. But in another place - in a new one it was said that the candidacy of a new mechanic for the locomotive repair plant had previously not been approved by the regional administration, and therefore by the official legislation.
Certain details of another attempt to buy a locomotive repair plant became known even after our contacts with the people's deputies of Ukraine and the puzzles began to form into a complete picture. For example, the particular congestion of ODA’s head became obvious, which was revealed after an hour of looking around the enterprise, that part of the factory territory, which lies right next to the slick tracks and goes out to the road bridge on vul. Independence. There is a direct road from Nadvirnya to Ivano-Frankivska, so this square is not an ideal place for capturing and repurchasing the village. And then you can manually send them wherever you want. We are sticking with the business idea that, as we have been told, it is clear that we will build a high school near the station from the redevelopment of the village. In this case, production itself, such as at a locomotive repair plant, within the framework of this plan is not needed by anyone.
It goes without saying that no one could conduct food sales to the plant in private hands. What was needed was a similar scenario, and the people who would implement it.
It seems to me that the script itself was written by a person who at one time actively worked with the former Minister of Defense of Ukraine Pavel Lebedev, and Nina was the head engineer at one of the companies near Dniprodzerzhinsk. P. Lebedev is also under the control of companies that run a fleet of heavy-duty salvage cars. I also respect that P. Lebedev visited the Ivano-Frankivsk Locomotive Repair Plant more than once. It should be noted that there is a conflict of interests in another Carpathian enterprise, and itself in Presmasha, part of which belongs to P. Lebedev. Obviously, all business interests in the Carpathian region are not limited to Presmash.
All practical aspects in this “kitchen” were prepared, I assume, by one of the intercessors of the Minister of Infrastructure of Ukraine. Zokrema, the ministry has found a candidate to impeach the head of the governing JSC “Ivano-Frankivsk Locomotive Repair Plant” - a person already
Dnipropetrovsk. At this stage, as we understand, a person from the Ivano-Frankivsk region showed up, as she asked her mother’s share in the statutory fund of the plant after its privatization. As we were told, they unofficially went to the people's deputies of Ukraine with protests, and they supported the proposal to exclude our business from the flow of those who may be of strategic importance, and include until transfer of privatization objects in 2014.
I know that when ministerial officials, in an unofficial discussion, named the price that they would have paid for a locomotive repair plant, I didn’t believe it. This figure is almost always lower for its balance sheet. But after that, as they thought, they began to spin, starting to think about what was really possible. Because everything that is in the enterprise is cut and put into stock, then, melodiously, it turns out to be a sum.
Before the signing of the order about the extension of the contract with me and about the recognition of the binding head, the board of the PJSC “Ivano-Frankivsk Locomotive Repair Plant” O. Kucheruk called me to the ministry for, let’s say, unofficial Rozmov. Just before she was informed that the plant would be privatized and that the minister was inviting people to carry out privatization. So I choose: either go from the factory, or else I will lose an intercessor to the head of the ruler who comes.
If the team didn’t buy it, they would try to privatize the enterprise. Trade unions and other community organizations operating in the region wrote letters to the people's deputies of Ukraine, the President and the Prime Minister of Ukraine. As it became clear, people's deputies Oleksandr Shevchenko and Ruslan Martsinkov have already started asking the Ministry of Infrastructure of Ukraine to drive the remaining lines and shares of the locomotive repair plant. The team trusts that the share of the plant is determined by the interests of the state, and not by any other - one or the other - harsh scenario.

Leniv is in hospital at the doctor’s office, the minister’s order about the recognition of a new minister cannot be respected.
Another question, which also has no justified argument, is to completely privatize the locomotive repair plant - an enterprise that earns profit and pays taxes to the state, and wages to workers? Especially now, if through Russia’s destruction of Crimea and the invasion of Russian troops into the Donbass, in the Ivano-Frankivsk region, foreign investors are already weighing up over the fact that it is not possible to transfer their production from the place to neighboring Poland. And if it is obvious that serious European investors will not come to us for these conditions, since the privatization of a locomotive repair plant, for example, is likely to be truly insightful. And then, if you buy something, it doesn’t cost a lot of money. Thirdly, why do you blame, worry about that, why, how can you go? What is the power giving up by privatizing a locomotive repair plant? Again, there are no official explanations, no information from local authorities, especially the Ministry of Infrastructure of Ukraine. Y. Leniv immediately achieved his growth. “For 2013, the team of the PrJSC “Ivano-Frankivsk Locomotive Repair Plant” paid all taxes - from profit, maximum allowance, as well as contributions to the PFU - close to 12 million UAH. Another 8,5 million UAH. We paid people like salaries. And the shares of the plant cost 19 million UAH. And so, obviously, we will develop the need to the state treasury, - says Vyn. — As the price increases, for example, to the balance sheet value of the enterprise, which becomes 35 million UAH, then the plant’s staff will pay the same amount to the state in two years.
