On December 30, 2015, the State Export-Import Bank of Ukraine signed an agreement with Os Consulting LLC for technical support of Oracle software worth UAH 23,27 million. This was reported in the State Procurement Bulletin.
While the exact products planned for this project have not yet been specified, judging by the amount involved, the technical support will likely be substantial. Previously, the State Savings Bank of Ukraine JSC ordered licenses for Oracle products worth UAH 25,20 million. In total, the developer received approximately $1 million from the Ukrainian bank.
It's worth noting that Os Consulting is registered to the British company Biomechanical Machinery Systems (BMS) & Consulting Nottingham Limited, as well as to the Belize offshore company Panacroft Management Ltd. According to state records, the British company is owned by Istvan Fortiano of Hungary, and the Belizean company is owned by Sergey Kovalenko of Zaporizhzhia. Os Consulting itself is managed by Ivan Shevchuk.
It's worth noting that Oracle is the second-largest developer of server software and hardware for businesses after Microsoft. It specializes in databases, business applications, and the like.
