The management of the State Financial Monitoring Service of Ukraine sent fictitious documents to the TCC and SP, which were used to obtain deferments for employees. Currently, these illegal deferments are being revoked en masse, and the State Financial Monitoring Service itself has ordered an audit of military registration status, reports ZN.UA.
In December 2025, ZN.UA reported on the National Anti-Corruption Bureau of Ukraine's investigation into new cases of draft evasion by Filip Pronin, head of the State Financial Monitoring Service. Specifically, NABU included our publication's information about Pronin's scheme to evade draft mobilization at the State Financial Monitoring Service in criminal case No. 52025000000000498, dated September 3, 2025, which is being investigated by NABU detectives. It concerns the misappropriation of funds allocated for the construction of fortifications by Poltava Regional Administration officials.
Zerkalo Nedeli has learned that the State Financial Monitoring Service is implementing a scheme to evade conscription for military personnel, and it differs from the scheme that existed during Pronin's tenure at the Poltava Regional State Administration (companies involved in the construction of fortifications were designated "critical" by the Regional State Administration; funds for the work were written off to completely different entities, while employees of "critically important" entities, in turn, received a deferment and were exempt from conscription).

It was established that, starting in 2025, the State Financial Monitoring Service illegally created and, on its own initiative, sent fictitious documents (certificates confirming the right to a deferment) to the TCC and SP, on the basis of which military-liable employees of this state body were granted deferments from conscription for military service without any grounds for doing so.
There are more than 70 known cases of abuse and violations by the State Financial Monitoring Service of the Law of Ukraine "On Mobilization Preparation and Mobilization", as well as the Procedure for the conscription of citizens for military service during mobilization, for a special period (Resolution of the Cabinet of Ministers of Ukraine dated May 16, 2024, No. 560).
